Keep League City Beautiful Citizen Committee Meeting Minutes for September 7, 2021 At 6:07 p.m. League City Communications Director Sarah Greer Osborne officially called the meeting to order. Committee members Dave Bowman, Jason Makepeace, Nina Makepeace, Beth Sears, and Jill Reason were present. Also in attendance was project manager Bob Duke and Councilman Larry Millican. There were no citizen comments to the board. A motion was made by Dave Bowman to accept the minutes from the August 3rd meeting. Jason Makepeace seconded the motion. Everyone who was present voted yes. Bob Duke made a presentation on the Hometown Heroes Park 5K trail and Dog Park. He mentioned that he visited the site and found that the land is in the clearing phase. An existing hill needs to be regraded and reshaped. He showed a map of Hometown Heroes Park and indicated the location of the new trail and dog park. Five quarter marker signs will be placed along the trail. Sarah Osborne indicated that the branding on the signs will be like others in the park. Bowman and Osborne asked if trees would be planted around the park. Bob Duke mentioned the electrical towers in the area limit the height of any natural or man-made object to 6 feet. Larry Millican and Osborne suggested a setting that is low and wide to meet the height limit. Bowman asked if bikes would be allowed on the trail and Duke replied “no.” There will be two designated areas for dogs, one for small dogs and the other for large ones. Duke mentioned a “Ninja” type of section with various types of workout stations for adults and children. The area will be heavily landscaped around the edges. A shade structure will be built that will contain a water station and will be flanked by plants and trees. A discussion ensued addressing possible art installation locations within the park. Osborne suggested sculpture art along the trail. She also pointed it out that there were no height limitations in the dog park. Duke recommended a Berm, hill, or esplanade as other possible locations. Millican visualized a sculpture at the entrance to the park. There was a long discussion about different types of art that can be used like kinetic wind sculptures, shade sculptures, 4 ft. tall word sculptures and colored rocks spelling words. Nina Makepeace asked when the park is scheduled for completion. Duke replied that a good prediction would be the Summer of 2022. Jill Reason nominated Jackie Liddell as the new chair and Jason Makepeace seconded the motion. The vote was unanimous among everyone present. Beth Sears was nominated as vice- chair and Nina seconded the motion. The vote was unanimous among everyone present Dave Bowman, Jason Makepeace and Beth Sears attended a TxDOT meeting recently. Dave mentioned hearty vegetation is being considered for the beautification of the I-45 corridor. TxDOT will take care of it for a year and turn it over to the city. Sarah suggested incorporating rotating exhibits on the median pads with possible relocations at parks. Jason Makepeace expressed logistical concerns regarding the moving of large-scale sculptures where shipping, hurricane lockable construction, and insurance would add to the cost of the transfers. Structural integrity of art would also need to be considered and approved by engineers. He recommended permanent installations. As part of the median project, the City is looking into redesigning the City monument signs to include art, possible metal cut outs, as part of the sign that would be different at different locations. So instead of a logo on the entry way signs, the base would be designed to have just the words “LEAGUE CITY” with a way to incorporate a laser cut, metal art piece that reflects League City natural assets, landmarks, and recreational activities—birding, kayaking, oak trees, the lighthouse, Clear Creek, biking, hiking, etc. KLCB Committee member Jason Makepeace is involved in the project and said he would like to refine some designs and perhaps use reeds, egrets, or wetland themes. He plans to work with City employee Bob Duke to determine a footprint for the bases. Osborne asked Jason Makepeace, Nina Makepeace, and Jill Reason were asked to reapply for initial board member positions. Applications are currently open. Osborne shared additional information about JC League that could be incorporated into the commissioned bronze statue. Osborne updated the progress on the mini mural traffic box project, which is moving forward with six existing boxes throughout the city, since the installation of the new boxes on Main Street by TxDOT has been delayed. KLCB committee members will be presented with the artist renderings at the October meeting for review and approval. Once approved, the artists will begin painting the boxes in late October and early November. Osborne updated the group on themes for the art gallery show for the months of October and November. October will feature a birding theme with the opening date of October 2, 2021. There will be a live drawing with an opportunity to win tickets to tea and a performance of Coppelia by the Bay Area Houston Ballet and Theatre. The November art gallery opening will be on November 5, 2021, featuring photography as the theme. EcoFest is scheduled for September 18. KLCB will have a booth and a sign-up sheet will be sent out to committee members. The festival is an opportunity to collect names and contact information from people interested in City beautification and cleanup efforts. Trees will be given away to folks who stop at various booths. The meeting was adjourned by Osborne at 7:51 p.m.
