Keep League City Beautiful Citizen Committee Meeting Minutes for January 4, 2022 At 6:03 p.m. League City Chair Jackie Liddell officially called the meeting to order. Committee members Dave Bowman, Jason Makepeace, Nina Makepeace, Beth Sears, Jill Reason, Frank Zgonc, Lisette McClung and Richard Williams were present. Also in attendance were League City employees Rosa Salcido and Sarah Greer Osborne. Councilman Larry Millican was also present. There were no citizen comments to the board. A motion was made by Jackie Liddell to accept the minutes from November 2, 2021. Larry Millican asked to correct the spelling of the meeting location to read “Walter Hall House” not “Water Hall House”. Dave Bowman approved and Nina Makepeace seconded the motion. Everyone who was present voted yes. The new committee members, Frank Zgonc, Lisette McClung and Richard Williams, confirmed that they were all sworn in. Osborne asked that each person in attendance introduce themselves to the group. Dave Bowman cited his interest in KLCB to be primarily in anti-litter programs. Frank Zgonc described himself as a commercial photographer with extensive museum experience. Larry Millican is a councilman interested in the art initiative and is happy with the progress that has been made so far. Lisette McClung is a retired teacher and artist. Richard Williams retired from the MFA and enjoys creating art. Jackie Liddell is an artist who has lived in League City for 37 years and is interested in bringing art awareness to the public. Nina Makepeace is an artist and has been a CCISD High school teacher for 20 years. Jason Makepeace is a sculpture artist and professor at the University of Houston Clearlake. Sarah G. Osborne oversees communication engagement and is in charge of the art initiative. Jill Reason is the director of BAHBT and puts together programs in the performing arts with Bay Area youth. Beth Sears interest is in Environmental Science and has lived in League City for 30 years. Osborne summarized the goals of KLCB. The program aims to work on environmental initiatives, and works towards making League City a Bird city, Bee city and a Scenic city. Art is tied to nature and natural assets. There was a discussion about the meeting days and time. All members present agreed that Tuesday evening from 6 p.m.-8 p.m. worked for all of them. Rosa Salcido gave an update about the JC League statue. All members were given a handout with a picture of the statue in progress. The sculpture will represent the man in the prime of his life and his left arm will extend away from his body holding a hat in his hand. His right hand will be touching the back of his dog’s head. Osborne mentioned meeting with the historical society to establish hidden iconic symbols that were present in Mr. Leagues’ life. Examples of symbols and locations were identified: a daisy on his lapel, a railroad logo on the ribbon of his hat, episcopal cross on his dog’s tag. Osborne asked for feedback from the committee. Williams asked where the sculpture will be placed, Osborne replied that it will be located at League Park, in front of the Burd House. Mr. Makepeace agreed that the sculpture needs to represent the man in his prime and his left arm needs to extend away from his body. Liddell mentioned that the 3D version of the work is much better than the sketches she saw earlier. She also asked if there was going to be a plaque. Osborne mentioned that there will be a sign with a QR code and a video showing the sculpture-making process along with information about Mr. League. Mr. Makepeace explained the molding process, casting and the equipment he saw at the foundry. The conversation turned to discussing the mural on the caboose. Liddell mentioned that hundreds of people attended Holiday at the park and the Mayor was there to show the caboose mural that was painted by artist Adam Socie. Bowman mentioned seeing the artist in action on the first two days. Osborne mentioned that this mural is meant to be interactive and is a great photo op for Instagram. The next item that was discussed was the kindness rock garden. Liddell spoke of the Fall Sweep event and how pleased she was with the table setup encouraging people to add to the garden. Osborne mentioned that a sign will be created to describe what a Kindness Rock Garden is and what it represents. Several people dropped off painted rocks to add to the garden. Mr. Williams suggested dropping off rocks to be painted at senior centers. Osborne mentioned that someone on staff found a good source for rocks that can be dropped off at local schools. McClung asked where the garden was located, Osborne replied “Ghirardhi Watersmart park”. An update about the signal box murals was given by Osborne. All six were completed at the end of 2021. Mr. Williams spoke to one of the artists on site, she was working on Christmas day. Bowman mentioned how impressed he was with the artist’s depiction of wood at one site. Osborne mentioned the next 6 boxes will be painted in a warehouse and asked if any KLCB members would be interested in creating art on one of the boxes. Liddell asked if the theme had to be historic. Osborne replied “no.” Three of the boxes will be on main street. McClung mentioned that a historic home can be painted on one. Liddell agreed. Ms. Makepeace may want to do a box. Osborne discussed plans for the art initiative, like quarterly shows, extending the open hours and exhibiting art in other locations like schools, or the Walter Hall House. She also talked about having a structured docent program involving community members and CVB participation in creating a visitor center. Ms. McClung spoke of a Plein Air event scheduled for January 21-22, 2022, at League Park and surrounding areas. Students in CCISD were invited to attend the Outdoor Painter’s Society event. Professional artists from all over Texas signed up to participate in the event. Bowman asked what was needed. McClung and Liddell replied that all artists need to have their own supplies. Osborne mentioned that a map would be created for painting options within ¼ radius of League Park and food trucks would be on site. Williams asked if there was a site to give information about the event. Osborne said a promo video was going to be launched. Filming and photographs were going to be taken at the event. There was discussion about selling the art created at the event. Millican asked when the event was scheduled to occur. Osborne replied January 21-22, 2022. Sears and Bowman asked about a lighthouse being in disrepair. There was discussion about who owns it and what can be done to repair the damage to the structure. The people in attendance could not determine ownership but Sears, Bowman and Osborne agreed that it would eventually be an eyesore and it needed to be fixed. Osborne discussed the painting of two water towers and planned to present to counsel on January 11, 2022. CCISD is paying for Clear falls and Clear Creek Wildcats logo. Both were shown in Montserrat Font. Bowman mentioned that the font did not appeal to him. Liddell said she liked it and felt that it draws your attention. Sears asked when others will be done. Osborne mentioned that they get painted every 10-15 years. Ms. Makepeace commented that the font was more modern looking. The 60th anniversary preliminary logo was reviewed. A new look and feel is being considered using green leaves instead of a tree. Liddell mentioned seeing sail logos on street sign. Osborne mentioned seeing a variety around town with no consistency from east to west within League City limits. The new dog park was discussed, and Osborne suggested two dog sculptures by Terry Jones. Mr. Makepeace asked about the materials used and making them resistant to outdoor elements. Osborne mentioned statues would depict one dog sitting and one standing. Liddell asked about the wind sculptures. Osborne mentioned following up on them but did not get a reply from the vendor. Bowman suggested casting an additional dog statue from the one already being produced with the JC league statue. Mr. Makepeace agreed that the molds can be used. Osborne asked Salcido to request pricing for an additional dog by the JC league statue artist. A signal box question was asked by Ms. Makepeace. She requested a breakdown of sizing for each side of a typical signal box so she could pass the information along to her students. Osborne mentioned the vendor will work with the artist and teacher. The breakdown of the measurements will be provided by Salcido once a “typical” box has been established by the League City Public Works Manager. Bowman mentioned that he spoke to the mayor about the “Don’t mess with Clear Creek” event which will be held on February 2, 2022. Dave asked if KLCB could help support the event by spreading the word to get more volunteers to participate. Bowman spoke with Mike and asked if he would pass the event responsibility to someone else, but a replacement has not been determined. Millikan said Mike received funding for the event and that may be why he is trying to handle it on his own. Dave wants to include the litter pick up data in the KTB database. Mr. Makepeace asked if litter collection was made using boats and kayaks. Bowman replied that both boats and kayaks are used but the boat ramps are in bad shape. Millikan mentioned that the boat ramps are separate from the kayak ramps. He has encountered problems getting funding from Texas Parks and Wildlife. The first grant for $500,00.00 was denied. Bowman asked if the event can be moved to March or April. Mr. Makepeace mentioned there is less traffic in January. Liddell said there is a lot of activity in March and April due to Spring Break and moving the date may not be a good idea. Bowman added that the Nasa Bay clean up is also on 2/12/22. The meeting was adjourned by Liddell at 8:00 p.m.
