Keep League City Beautiful Citizen Committee Meeting Minutes for June 7, 2022 Jackie Liddell called the meeting to order at 6:03 p.m. Committee members Richard Williams, Jason and Nina Makepeace, Beth Sears, Dave Bowman and Jackie Liddell were present. Councilman Larry Millican was also present. Also in attendance was city employee, Rosa Salcido. A motion was made by Jason Makepeace to approve the minutes, Dave Bowman seconded the motion. All in favor said “yes”. The meeting began with a discussion about the building of chimney swift towers. Salcido informed the KLCB committee that a meeting was held with a Scout leader and an eagle scout from Clear Springs High School. Sarah Osborne led the meeting requesting the participation of scouts in the building of the towers. A League City parks coordinator, John Orsag, discussed plans that had previously been used at the Ned and Fay Dudney Nature Center. He offered to send the plans with additional information to the scouts. Salcido mentioned that the plans were included in the packet for the KLCB members to review. Millican asked where the chimney towers would be installed. Salcido replied: The new “Feathered Friends” trail system. The plan is to have the scout build the tower over the summer. Once it is completed, it can be painted by a local artist and placed along the trail. The first responder Art Gallery was the next item on the agenda. Salcido talked about meeting with the historians after the installation. There are plans to adjust the exhibit regarding aesthetics and accuracy of decade to photo placement. Millican suggested framing the decades, so the walls look more appealing. He mentioned seeing pictures printed on aluminum in other exhibit areas. Salcido mentioned the pictures that were used were printed on a material called Dibond. This material was recommended by the manufacturer. It is used for high traffic areas. Bowman mentioned the statue and wall art dedication ceremony was cancelled due to rain and asked if there would be an unveiling once it is finished. Salcido replied that she would find out and let him know. It will take some time for the historians to make the adjustments and a date cannot be determined at this time. Liddell moved on to the traffic box update which was the next item on the agenda. She asked why the boxes were different and what was inside the ones with smaller boxes attached to them. Millican replied that some were different because they housed fiber optic wiring. Salcido mentioned that only 3 CCISD students participated in the signal box project, she presented a photo of the most recently completed box. Nina Makepeace said she will meet with teachers to encourage more participation. Salcido mentioned that she would work on creating another packet requesting the designs be submitted in a more conventional way without any cutouts. Phase two of the signal box designs by professional artists are almost complete. A photo of one done by Adam Socie was shown. Salcido mentioned that Anat Ronen will be out of town until mid- June. She will complete her design soon after her return. Liddell moved to the next item on the agenda, The White Linen Night Art Crawl. She mentioned reaching out to Renee Linquist, a ceramic artist who can participate in the art crawl as an artist creating on site. She also reached out to Caricature Artist, Jody Brownd to see if he was interested in participating in our event. He will only do the event if he is paid $100/hour by the event planners and will not charge people who ask for a portrait. Bowman suggested that it would be better to have 3 caricature artists doing the work at the same time. Jason said he would look into having High school kids do these types of drawings at the festival. Liddell mentioned that 4 Plein Air artists will also be participating as live artists creating art. Jason and Nina Makepeace said they would have a booth at the event. Millican asked Liddell how many people she thought would attend. Liddell replied, “1000-2000 people”. Williams said it was an inaugural event and he guessed approximately 1500 people would attend. Salcido talked about the yarn cuffs and presented a couple of photos showing the installer testing out the fitting of the art around the trees. The installation of 6 tree cuffs is scheduled for June 15, 2022. An update was given by Salcido regarding the next Civic Center art show. The submission date for the “Animal Persuasion” themed exhibit has been moved to July 15, 2022. The new show dates are August 5-October 1, 2022. Bowman asked if taxidermy was considered art for the “Animal Persuasion” theme. Salcido said “yes”. Photos of the new Municipal pool mural by Adam Socie were presented. All KLCB members agreed that the work was beautifully done. The discussion turned to the unveiling of the J.C. League statue. Bowman mentioned that although he was not able to attend the ceremony, he enjoyed helping with the installation. Sears, Jason and Nina Makepeace attended the unveiling and found it enjoyable. Upcoming events were the next items discussed. Salcido mentioned that Ecofest would be held at the new Community Center, and she would be in charge of putting it together. Williams and Nina Makepeace asked about the possibility of holding workshops at the center and requested a contact person to discuss subject matter and scheduling options. Bowman had a question about how projects are funded. He asked: “what is the KLCB budget and how much are we spending?” Millican replied that it is a question for Sarah and Angie. There are shared expenses. Way finding signs are paid with “4B” funds, Patrons of the Park are a 501 3c that cultivate for corporate donations that pertain to murals, HOT funds cover another aspect of the projects, the KLCB budget covers art shows and EcoFest. Sears and Bowman asked about Adopt-A-street. Sears mentioned seeing a lot of trash next to an assisted living area and a retention pond. She would like to see citizens or groups come forward to clean up areas. She requested a special sign be made for neighborhoods and streets without shoulders. Bowman would like to see a website that identifies groups to participate in cleanups related to Adopt-A-Street. He often goes into neighbors yards and picks up trash. Millikan asked, “isn’t that trespassing?” Bowman smiled. Williams pulled out a page from the Houston Chronicle highlighting Jimmy Phillips and his work in League City. He showed it to everyone in attendance. Williams moved to adjourn the meeting and Jason Makepeace seconded the motion. Liddell adjourned the meeting at 7:15 p.m.
