Meeting Minutes August 6, 2024 Keep League City Beautiful Citizen Committee 6:00 PM The meeting was called to order at 6:00 PM by Beth Sears. Present were Frank Zgonc, Jill Reason, Dave Bowman, Beth Sears, Lisette McClung, Todd Parker, Jackie Liddell, and Casey Richard. Also present for the meeting was Director of Communications and Community Engagement Sarah Osborne, Parks and Cultural Services Coordinator John Orsag, and Casey Richard’s son. A motion to approve the minutes was made by Jill Reason and seconded by Frank Zgonc. All present agreed to approve the minutes. Osborne provided an update on the traffic box wraps. All the remaining wraps have been installed at the final 9 intersections. Pictures were taken of each traffic box and posted on Facebook. We received a lot of great responses over the 9 days of art postings. There might be a second round of traffic boxes being painted or wrapped next year. Osborne next led a discussion about the Artists in Residence Program. A handout was passed out that provided an overview and update on the Program. The Program is still a work in progress, and several people still need to sign off on it (City Attorney, City Manager, etc.). Casey submitted some suggestions for the Program through email which were full of great ideas. We are hoping to get the Program launched early next year, but there is still a lot of work that remains. A website will also need to be created before having an open call for artists. Osborne then gave an update on City Art Projects. She mentioned that she and a couple of members of the KLCB Committee went to Baytown to check out the Sculpture Trail. They looked at the 2 sculptures that we will be purchasing early next year (Heron Pond and Great Blue Flight). These will be installed at Heritage Park next Spring. There was then an update on the GoCanvus recycled wind turbine products. The 7 benches and 3 picnic tables will be delivered to the Public Works facility in late August or early September. We will then bring in some artists to look at the products to see what they think it would cost to paint these items. There was also an update on the large mural that will be completed on the side of the shopping center at the corner of I-45 and FM 518. That project is ready to go, and the contract has been extended for another year for Adam to have time to complete the mural. The funds have been moved over to the next fiscal year as well. The next project that was discussed was the Veteran’s Exhibit which will take place in November at the Civic Center. We just had a great meeting with the group about display items and how everything will be set up. Several items have already been purchased to display all the art and exhibits for the event. The final art item that was discussed was the mosaic art murals that were recently completed by local artist Elizabeth Hornik. She finished 2 large pieces of art that are nature-themed and will be installed at some of our City Parks. Orsag next gave the group an update about nature and conservation projects and events. It was noted earlier in the meeting by Sarah that the GoCanvus park products were in production and should be delivered in the next few weeks. Orsag then mentioned the following items, projects, activities, and events: - Cleanup Event: There will be a Cleanup on September 28, at 8 AM, at the Kilgore-Davis parkland at the end of Kansas Avenue. Online registration for the event will take place in early September. - Received Platinum Level status for the Scenic City Texas certification. This will be valid for the next 5 years. - Self-Service Kayak Rental Station: The agreement between the City and the new vendor has been made. We are still awaiting signatures from both parties. The vendor has purchased all the single and double kayaks, paddleboards, and other needed supplies and is ready to go. This service will be offered on Clear Creek at Lynn Gripon Park at Countryside. - Music Friendly Texas Community Certification: This item has been progressing slowly, but the Memo of Understanding (MOU) has been approved and signed by the City and is now waiting for the final signature from the Governor. Once the Governor signs the MOU we will form our local Music Advisory Committee. - Fall Plant Swap: We will have a plant swap on October 12, at 8 AM, in the Civic Center parking lot. - Dick Benoit Prairie Event: We will have a Workday at the Dick Benoit Prairie Preserve on October 2, at 8:30 AM, with Texas Master Naturalists. - Eco Fest: We will have Eco Fest on November 2, at the League City Community Center. - Nature Center Planting Event: We will have a prairie grass planting event at the Nature Center with the Galveston Bay Foundation on December 7, at 9 AM. Several members of the group then had comments to share. Dave congratulated John for being named Employee of the Month for the City of League City. Dave also mentioned the concern of residents when it comes to the TxDOT landscaped traffic medians along the major roadways in League City. Sarah said that they are having irrigation issues with the project. Dave is just concerned about the quality of the project. The meeting was adjourned at 6:58 PM.
