Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, May 1, 2023 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Chris Dodson, Frank Dominguez, Ruth Morrison Absent: Jacqueline Irwin, Pam Arnold, Steven Barron City Staff: Kris Carpenter, Director of Planning; Mark Linenschmidt, Planning Manager; Ann Williams, Planner I, Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney 2. Approval of April 17, 2023, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the April 17, 2023, minutes are approved. 3. Citizen Communications None. 4. New Business A. Consider and take action on a Preliminary Plat, Beacon Island Section 7, PLAT-23-0014, located north of Marina Bay Drive, along the east side of Lighthouse Boulevard and south of Shepard Lane. Ann Williams, Planner I, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Preliminary Plat, Beacon Island Section 7, PLAT-23-0014, per staff’s recommendations. Ms. Morrison seconded the motion. The motion passed by a vote of 4-0-0. 5. Public Hearing and Action Items A. Hold a public hearing and make a recommendation to City Council on amendments to Chapter 125, Article 3, entitled “Zoning”, and Appendix A, entitled “Definitions”; of the Code of Ordinances of the City of League City, related to mobile food vendors. Kris Carpenter, Director of Planning, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:06 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:14 p.m. Mr. Dodson asked about sales tax enforcement. Kris Carpenter stated the wording in the ordinance would cover this item and that a business registration could be revoked for falsifying permit documentation if sales taxes were not paid to the City of League City. Mr. Maaz asked about the mechanism to report their sale taxes. Kris Carpenter stated when renewing their annual Business registration at the end of the year, they would be required to provide a sales tax report with their application. Ms. Morrison asked about permitting through multiple departments. Kris Carpenter stated the Building Department permit is for reviewing site requirements and the Fire Department permit is for reviewing life safety issues. There is also a separate permit that they must obtain from the Health District. Mr. Dodson made a motion to recommend approval on amendments to Chapter 125, Article 3, entitled “Zoning”, and Appendix A, entitled “Definitions”; of the Code of Ordinances of the City of League City, related to mobile food vendors, per staff’s recommendations. Mr. Dominguez seconded the motion. The motion passed by a vote of 4-0-0. 6. Staff Comments Mr. Maaz noted that Kris Carpenter has a new title, Planning Director and wanted to congratulate him on his promotion. Kris Carpenter stated he wanted to announce and congratulate Mark Linenschmidt on his promotion to Planning Manager. 7.
