Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, June 5, 2023 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Chris Dodson, Vice Chair, called the meeting to order at 6:00 p.m. Present: Chris Dodson, Frank Dominguez, Pam Arnold, Ruth Morrison, Jacqueline Irwin Absent: Paul Maaz, Steve Barron City Staff: Kris Carpenter, Director of Planning; Mark Linenschmidt, Planning Manager; Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney 2. Approval of May 15, 2023, minutes Mr. Dodson asked if there were any corrections. He stated hearing none, the May 15, 2023, minutes are approved. 3. Citizen Communications No citizens spoke. 4. New Business A. Consider and take action on Preliminary Plats, Lakes at Westland Ranch, Section 6A, PLAT-22- 0060, and Section 6B, PLAT-22-0061, generally located along the east side of Magnolia Bayou, north of FM 517 and south of Muldoon Parkway. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve the on Preliminary Plats, Lakes at Westland Ranch, Section 6A, PLAT-22-0060, and Section 6B, PLAT-22-0061, per staff’s recommendations. Ms. Irwin seconded the motion. The motion passed by a vote of 5-0-0. B. Consider and take action on a Preliminary/Final Plat, Clear Creek ISD Ross Elementary School, PLAT-23-0009, generally located along the south side of West Main Street (FM 518), west of Ellis Landing and east of Landing Boulevard with the address of 2401 W. Main St. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve the Preliminary/Final Plat, Clear Creek ISD Ross Elementary School, PLAT-23-0009, per staff’s recommendations. Mr. Dominguez seconded the motion. The motion passed by a vote of 5-0-0. C. Consider and take action on a Variance to Chapter 50 of the City of League City Code of Ordinance, entitled “Floods” to allow for a patio enclosure on an existing home at 2458 Beacon Circle. Matthew Brown, Assistant City Engineer, gave a presentation on behalf of the City of League City. Mr. Dominguez made a motion to approve a Variance to Chapter 50 of the City of League City Code of Ordinance, entitled “Floods” to allow for the construction a patio enclosure on an existing home at 2458 Beacon Circle, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 5-0-0. 5. Other Business A. Annual Ethics and Robert’s Rules of Order Training by the City Attorney’s Office. (Postponed From The 05/15/2023 P&Z Commission Meeting) Michelle Villareal, Deputy City Attorney, gave a presentation on behalf of the City of League City. 6. Staff Comments None. 7.
