Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, August 7, 2023 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Chris Dodson, Paul Maaz, Pam Arnold, Frank Dominguez, Jacqueline Irwin, Matthew Hyde, Dr. Matthew Propst Absent: Ruth Morrison City Staff: Kris Carpenter, Director of Planning; Mark Linenschmidt, Planning Manager; Masood Malik, Senior Planner; Vince Hustead, Senior Planner; Ann Williams, Planner; Christopher Sims, Executive Director Development Services; Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney 2. Approval of July 17, 2023, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the July 17, 2023, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and make a recommendation to City Council on Zoning Change Application, MAP-23-0005 (2911 South Shore Boulevard), to rezone approximately 5.360 acres from “CO- PUD” (Commercial Office – within a Planned Unit Overlay District) to “CG-PUD” (General Commercial within a Planned Unit Overlay District), generally located at the northeast corner of South Shore Boulevard and Courageous Drive with the address being 2911 South Boulevard. Vince Hustead, Senior Planner, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:02 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:06 p.m. Commissioner Irwin asked about the history of how the property was rezoned to Commercial Office in 2005. There was a discussion regarding the city-wide rezoning in 2005, the surrounding zoning districts, existing and proposed businesses for the site. Commissioner Dodson asked if there was a business currently affected by the zoning of the property. Kris Carpenter, Planning Director, explained about an interested business locating at the property in which the discussion let to the rezone request. There was a discussion regarding delivery vehicles in the centralized alleyway. Mr. Maaz asked if apartments were permitted within the General Commercial zoning district. Mr. Carpenter responded that apartments would not be permitted. There was additional discussion about permitted uses within the General Commercial zoning district, off-street parking and there would be no off-loading of trucks from the street. Dr. Propst made a motion to recommend approval of the Zoning Change Application, MAP-22-0005, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 5-2-0. 5. New Business A. Consider and take action on a Final Plat, Samara, Section 5, PLAT-23-0008, generally located along the south side of Ervin Street, west of Hobbs Road. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Final Plat, Samara, Section 5, PLAT-23-0008, per staff’s recommendations. Ms. Irwin seconded the motion. The motion passed by a vote of 7-0-0. B. Consider and take action on a Preliminary Plat, Westwood, Section 11, PLAT-23-0020, generally located west of Maple Leaf Drive and south of League City Parkway. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Preliminary Plat, Westwood, Section 11, PLAT-23-0020, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0. C. Consider and take action on a Final Plats, Beacon Island, Section 6, PLAT-23-0029, located north of Marina Bay Drive, between Lighthouse Boulevard, Shepard Lane, and Beacon Circle, and Beacon Island, Section 7, PLAT-23-0030, located north of Marina Bay Drive, along the east side of Lighthouse Boulevard and south of Shepard Lane. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Hyde made a motion to approve the Final Plats, Beacon Island, Section 6, PLAT-23-0029, and Final Plat, Beacon Island, Section 7, PLAT-23-0030, per staff’s recommendations. Planning & Zoning Commission 2 August 7, 2023 Ms. Irwin seconded the motion. The motion passed by a vote of 7-0-0. D. Consider and take action on a Final Plat, Sedona, Section 7, PLAT-23-0032, generally located along the south side of Ervin Street and east of Hobbs Road. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Dominguez made a motion to approve the Final Plat, Sedona, Section 7, PLAT-23-0032, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0. 6. Staff Comments Mr. Linenschmidt updated the Commission that City Council’s approved the recent rezonings MAP-23- 0003 (Shalby) and MAP-23-0004 (E. Olive Street). Mr. Linenschmidt also welcomed the new commissioners Mr. Hyde and Dr. Propst to the commission. Mr. Maaz announced that Mr. Barron had moved out of state and thanked him for his service to the Commission. 7.
