Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, November 6, 2023 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Chris Dodson, Paul Maaz, Ruth Morrison, Frank Dominguez, Matthew Hyde, Matthew Propst, Pam Arnold Absent: Jacqueline Irwin City Staff: Kris Carpenter, Director of Planning; Mark Linenschmidt, Planning Manager; Vince Hustead, Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, Deputy City Attorney 2. Approval of October 16, 2023, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the October 16, 2023, minutes are approved. 3. Citizen Communications None. 4. New Business A. Consider and take action on a Master Plan Revision, Westland Ranch Master Plan, Revision #3, PUD-23-0003, generally located along the north side of FM 517, south of League City Parkway, east of McFarland Road and west of Bay Area Boulevard. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Master Plan Revision, Westland Ranch Master Plan, Revision #3, PUD-23-0003, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0. B. Consider and take action on Preliminary Plats, Lakes at Westland Ranch, Section 1, PLAT-23- 0059, and Lakes at Westland Ranch, Section 7, PLAT-23-0060, generally located along the north side of FM 517 and along the east and west sides of Magnolia Bayou Drive. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Mr. Dodson made a motion to approve the Preliminary Plats, Lakes at Westland Ranch, Section 1, PLAT-23-0059, and Lakes at Westland Ranch, Section 7, PLAT-23-0060, per staff’s recommendations. Mr. Hyde seconded the motion. The motion passed by a vote of 7-0-0. 5. Staff Comments Mark Linenschmidt updated the Commission on City Council actions of the previous week, and reminder the Commission that the next scheduled meeting would be Monday, November 20, 2023. 6. Adjournment Mr. Dodson made a motion to adjourn the meeting. Dr. Propst seconded the motion.
