1. Call to Order and Roll Call of Members
Paul Maaz, Chair, called the meeting to order at 6:00 p.m.
Present: Paul Maaz, Ruth Morrison, Frank Dominguez, Jacqueline Irwin, Matthew Hyde,
Matthew Propst, Chris Dodson, Pam Arnold
Absent: None
City Staff: Rick Davis, Assistant City Manager; Ron Menguita, Development Services Manager;
Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Vince
Hustead, Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, City

3. Public Hearing and Action Items
A. Hold a public hearing and make a recommendation on Zoning Change Application, MAP-24-0001
(Sonoma/West Nasa Tract), to rezone approximately 54.761 acres from “CM” (Mixed-Use
Commercial) to “RSF-7” (Residential Single Family 7), generally located south of Farm to Market
Road 528, along the east side of West Old Nasa Road and along the west side of West Nasa
Boulevard.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Maaz opened the public hearing at 6:10 p.m.
Mr. Maaz closed the public hearing at 6:15 p.m.
Javier Morales, applicant, J. Morales, Inc., gave a presentation.
The following were Public Hearing Speakers:
Tom Higgins, business owner, 1800 W. Nasa Blvd, in favor of
Edwin Benson, Resident, 2704 W Nasa Blvd, in favor of
Mr. Dodson and Ms. Arnold raised concerns about the property being developed with residential.
Concerns included traffic, negative impacts from the stadium, concerns about the value of small
starter-home lots.
Dr. Propst asked about the amount of existing property zoned for single-family.
Ms. Morrison asked about the impact of leaving the property zoned commercial and the impacts of
the adjacent stadium.
Mr. Maaz voiced his support for a single-family development and indicated that this is not a good
location for commercial.
Mr. Dodson made a motion to recommend approval of the Zoning Change Application, MAP-24-0001
(Sonoma/West Nasa Tract), to rezone approximately 54.761 acres from “CM” (Mixed-Use
Commercial) to “RSF-7” (Residential Single Family 7), per staff’s recommendations.
Mr. Dominguez seconded the motion.
The motion failed by a vote of 4-4-0.
4. New Business
A. Consider and take action on a Master Plan Revision, Duncan Tract Master Plan, Revision #4,
PUD-23-0006, generally located south of the Brittany Lakes Subdivision and west of the Sedona
Subdivision.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Dodson made a motion to approve the Master Plan Revision, Duncan Tract Master Plan, Revision
#4, PUD-23-0006, per staff’s recommendations.
Dr. Propst seconded the motion.
The motion passed by a vote of 8-0-0.
B. Consider and take action on a Master Plan Revision, Westland Ranch Master Plan, Revision #3,
PUD-23-0005, generally located along the north side of FM 517, south of League City Parkway,
east of McFarland Road and west of Bay Area Boulevard.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Propst made a motion to approve the Master Plan Revision, Westland Ranch Master Plan,
Revision #3, PUD-23-0005, per staff’s recommendations.
Ms. Arnold seconded the motion.
The motion passed by a vote of 8-0-0.
C. Consider and take action on a Preliminary Plat, Westland Ranch, Section 10, PLAT-23-0079,
generally located south of Muldoon Parkway and east of Magnolia Bayou Drive.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Dodson made a motion to approve the Preliminary Plat, Westland Ranch, Section 10, PLAT-23-
0079, per staff’s recommendations.
Mr. Hyde seconded the motion.
The motion passed by a vote of 8-0-0.

D. Consider and take action on Preliminary Plats, Lakes at Westland Ranch, Section 2, PLAT-23-
0082, and Lakes at Westland Ranch, Section 3, PLAT-23-0083, generally located south of
Muldoon Parkway and along the east and west sides of Magnolia Bayou Drive.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Dodson made a motion to approve the Preliminary Plats, Lakes at Westland Ranch, Section 2,
PLAT-23-0082, and Lakes at Westland Ranch, Section 3, PLAT-23-0083, per staff’s
recommendations.
Ms. Arnold seconded the motion.
The motion passed by a vote of 8-0-0.
5. Other Business
A. Hold a discussion related to the City’s Development Services Strategic Plan
Rick Davis, Assistant City Manager gave a presentation on behalf of the City of League City.
A discussion was held in reference to the presentation of the City’s Development Services Strategic
Plan.
6. Staff Comments
Mark Linenschmidt, Planning Manager reminded the Commission that the next regular meeting is April
1, 2024.
7. Adjournment
Mr. Dodson made a motion to adjourn the meeting.
Mr. Hyde seconded the motion.
Mr. Maaz adjourned the meeting at 7:20 p.m.
