Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, November 18, 2024 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Frank Dominguez, Nathan Jung, Matthew Hyde, Scott Higginbotham, Pam Arnold Absent: Matthew Propst, Ruth Morrison City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Vince Hustead, Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, City Attorney 2. Approval of November 4, 2024, minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the November 4, 2024, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and make a recommendation to City Council on a Special Use Permit Application, SUP-24-0003, (Skyway Towers), to allow a cell tower (communication tower) to be constructed on approximately 12.5 acres zoned “CG” (General Commercial), generally located along the west side of Tuscan Lakes Boulevard and along the north side of Farm to Market Road 646 (FM 646) with the cell site located approximately 1,200 feet north of the intersection of Farm to Market Road 646 (FM 646) and Tuscan Lakes Boulevard. Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City. Vincent Huebinger, Vincent Gerard and Associates, applicant gave a presentation. Mr. Maaz opened the public hearing at 6:15 p.m. No one spoke at the public hearing. Mr. Maaz closed the public hearing at 6:15 p.m. Mr. Jung asked what constitutes camouflage. Mark Linenschmidt stated monopoles, which equate to be hidden as much as possible and/or blend in. Ms. Arnold asked how tall the tower will be. Mr. Linenschmidt stated that it will be 150 feet and a 6-foot lightning rod. Mr. Maaz asked if this is a Verizon problem. Mr. Huebinger discussed the coverage gap. Mr. Hyde asked about satellites. Mr. Huebinger explained the relationship between cell towers and satellites. Mr. Hyde asked about life expectancy. Mr. Huebinger explained the towers last from 30 to fifty years; however, there is swapping out of antennas every two years. Discussion took place around feasibility of the proposed location of the tower and the ordinance. Mr. Jung made a motion to recommend approval of the Special Use Permit Application, SUP-24-0003, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 4-2-0. 5. Staff Comments Mark Linenschmidt, Planning Manager, informed the Commission that the request for quorum email for the December 2, 2024 meeting will be going out in the next day or two due to the upcoming holiday. 6.
