Meeting Minutes City of League City Planning and Zoning Commission Regular Meeting, Monday, June 16, 2025 Council Chambers, 200 W. Walker Street, League City, TX 77573 1. Call to Order and Roll Call of Members Paul Maaz, Chair, called the meeting to order at 6:00 p.m. Present: Paul Maaz, Ruth Morrison, Matthew Hyde, Pam Arnold, James Waguespack, Ange Mertens Absent: Frank Dominguez, Joel Dickerson City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager; Caitlin King, Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, City Attorney 2. Approval of April 21, 2025 minutes Mr. Maaz asked if there were any corrections. He stated hearing none, the April 21, 2025, minutes are approved. 3. Citizen Communications None. 4. Public Hearing and Action Items A. Hold a public hearing and make a recommendation to City Council on Zoning Change Application, MAP-25-0004 (Ellen Avenue Rezone), to rezone approximately 1.82 acres from “PS” (Public/Semi-Public) to “RSF-7” (Residential Single Family 7), generally located west of South Egret Bay (FM 270), east of Texas Avenue, and approximately 800’ to the north of Webster Street in the 300 block of Ellen Avenue. Caitlin King, Planner, gave a presentation on behalf of the City of League City. Mr. Maaz opened the public hearing at 6:04 p.m. Mr. Kent Anthony, Property owner, 1919 Dellore Lane (also with access onto Ellen Ave), stated that he had no objection to the request. Mr. Maaz closed the public hearing at 6:05 p.m. Ms. Mertens asked how much of the wooded area would be removed from the property. Mr. Thomas Blackwood, Applicant / Property Owner, indicated that he did not know. He added there were no immediate plans to develop the property and that it is anticipated that trees would only be removed to accommodate the house and driveway. Ms. Arnold made a motion to recommend approval of a Zoning Change Application, MAP-25-0004 (Ellen Avenue Rezone), per staff’s recommendations. Mr. Hyde seconded the motion.  The motion passed by a vote of 6-0-0. 5. New Business A. Consider and take action on a Master Plan Revision, Duncan Tract Master Plan, Revision #7, MP-25-0004, generally located south of the Brittany Lakes Subdivision and west of the Sedona Subdivision. Caitlin King, Planner, gave a presentation on behalf of the City of League City. Ms. Morrison made a motion to approve a Master Plan Revision, Duncan Tract Master Plan, Revision #7, MP-25-0004, per staff’s recommendations. Ms. Arnold seconded the motion. The motion passed by a vote of 6-0-0. 6. Staff Comments Kris Carpenter, Planning Director, noted the following items to the Commission: • He thanked Mr. Scott Higginbotham, now Councilman Higginbotham, for his time on the Planning and Zoning Commission. • He welcomed Ms. Ange Mertens to the Planning and Zoning Commission. • He noted that the next P&Z meeting is scheduled for July 7th and has a pretty full agenda. He asked if any Commissioners could not attend the meeting to please let staff know as soon as possible. • The rezoning recommended for approval at tonight’s meeting will be going to July 8th City Council meeting for consideration. • The Westside Master Plan was approved by the City Council. 7. Adjournment Mr. Hyde made a motion to adjourn the meeting. Ms. Mertens seconded the motion The motion passed by a vote of 6-0-0.
