1. Call to Order and Roll Call of Members
Paul Maaz, Chair, called the meeting to order at 6:00 p.m.
Present: Paul Maaz, Ruth Morrison, Matthew Hyde, James Waguespack, Pam Arnold, Joel
Dickerson, Frank Dominguez, Ange Mertens*
Ms. Mertens arrived at 6:01 p.m.
Absent: None
City Staff: Mark Linenschmidt, Planning Manager; Masood Malik, Senior Planner; Vince Hustead,
Senior Planner; Matt Brown, Assistant City Engineer; Michelle Villarreal, City Attorney
2. Approval of July 21, 2025 minutes
Mr. Maaz asked if there were any corrections. He stated hearing none, the July 21,2025 minutes are
approved.
3. Citizen Communications
None.
4. Public Hearing and Action Items
A. Hold a public hearing and make a recommendation to City Council on a Special Use Permit
Application, SUP-24-0005 (Marina Bay Drive Carwash), to allow a car wash on approximately
1.31 acres zoned “CG” (General Commercial), generally located along the west side of Marina
Bay Drive (FM 2094) approximately 300 feet north of the intersection of Marina Bay Drive (FM
2094) and Davis Road, with the address of 2464 Marina Bay Drive (FM 2094).
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Adil Zahir Maknojia, Makmo Design representing the owner, gave a presentation on the requested
site update.
Mr. Maaz opened the public hearing at 6:10 p.m.
No one spoke at the public hearing.
Mr. Maaz closed the public hearing at 6:10 p.m.
There was a brief discussion regarding traffic and access to the site.
Ms. Arnold made a motion to recommend approval of a Special Use Permit Application, SUP-24-
0005 (Marina Bay Drive Carwash), per staff’s recommendations.
Ms. Mertens seconded the motion.
The motion passed by a vote of 7-1-0.
B. Hold a public hearing and make a recommendation to City Council on a Zone Change Application,
MAP-25-0003 (South Shore Blvd.), to rezone approximately 3.4 acres from “PS” (Public & Semi
Public) to “RSF-7” (Residential Single-Family 7), generally located along the south side of South
Shore Boulevard, east of Masters Drive and west of Admiral Road.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League City.
Mr. Maaz opened the public hearing at 6:28 p.m.
There was brief discussion about a petition for nearby properties.
Stephen Morris, property owner/applicant, spoke to clarify that the petition filed was not associated
with the current request, but for a separate request that has not been submitted at this time.
Sandra McNeil, 2522 Masters drive, who submitted the petition, wanted to clarify that her petition
does not have anything to do with the current request.
Mr. Maaz closed the public hearing at 6:34 p.m.
Ms. Morrison made a motion to recommend approval of a Zone Change Application, MAP-25-0003
(South Shore Blvd.), per staff’s recommendations.
Mr. Hyde seconded the motion.
The motion passed by a vote of 8-0-0.
5. Staff Comments
Mr. Linenschmidt informed the Commission that the requests that were on the agenda tonight will be
on the August 26, 2025 City Council agenda and the three Lloyd PUD’s were approved by City Council
at their July 22, 2025 meeting on the first reading and will be on the City Council agenda for their second
reading on August 12, 2025.
6. Adjournment
Mr. Maaz adjourned the meeting at 6:46 p.m.
