SUMMARY OF MINUTES TRANSPORTATION AND INFRASTRUCTURE COMMITTEE November 19, 2020 The meeting of the Transportation and Infrastructure Committee was called to order by Chairman Ed Poole on November 19, 2020 at 3:22 p.m. by Zoom Meeting Telecommunicating to slow the spread of the Coronavirus COVID-19 (also called “social distancing”) due to the COVID-19 virus. Present at the meeting were: Ed Poole, David Johnson, Larry Millican, Traci Jacobs, Peggy Zahler, Evan Watkins, Christopher Sims, Donna Ofsanko and citizen Dave Person. Introduction of Committee Members Ed Poole welcomed all members of the Transportation and Infrastructure Committee and called to order the meeting at 3:22 p.m. Approval of Minutes A motion was made to approve the minutes with an amendment by Larry Millican and seconded by Traci Jacobs October 22, 2020 meeting. Minutes were approved by all members of the committee with a unanimous vote of 6-0. Presentation and Discussion of Potential FY21 CIP Projects: Chris Sims presented and discussed the following presentation with Members of the Committee: Potential FY22 CIP Projects: o Newport Blvd. Realignment o Hobbs Road Extension o SW City Detention o W. Galveston, Saunders & Wilkens Drainage Improvements Master Drainage Plan: DEC Completed a Phase 1 MDP for City in 2010: o LAN completed a Phase 2 MDP for City in 2014 o Since 2010 City has grown by approximately 20,000 o New development in previously undeveloped areas o New FEMA Floodplain Maps o Atlas 14 rainfall intensities were issued by NOAA o Put City in position to limit flood damage in future events City’s Master Drainage Plan: o Background o Why Update MPD o Bond Funded o MDP was paired with a Flood Early Warning System o Professional Services Agreement o Grant Funded o Professional Services Agreement Chris presented and discussed the Transportation & Infrastructure Committee presentation to 1 Council scheduled for December 8, 2020. Chris reviewed a brief presentation created for the committee to review and finalize prior to presenting to Council: o Introduction and Background o Committee Members o Mission/Purpose of the Committee o Accomplishments of the Past Year o Plan Going Forward Committee Member Comments: • Peggy Zahler discussed how the Newport Blvd. realignment will impact some businesses within the City including a Church. How is the City going to communicate to citizens and how it will impact their businesses due to relocations and realignments during construction? Would there be a preliminary study with a future phase and the possibility of buyouts to businesses, etc. • Dave Johnson indicated issues with heavy traffic and to smooth out traffic within League City will be beneficial going towards the future. The study would be warranted for the Newport Blvd. realignment. • Ed indicated to move forward with an active management for the study to be completed which includes moving of Williamsport and Newport. • Ed Poole indicated that citizens want the intersection with Cemetery Road for the Hobbs Road Extension. Chris Sims noted that the Cemetery Road is the best option for the City. • Chris noted that for discussion and presentation is retooling the Newport area to look at a more access management project and probably wait on the Magnolia detention pond area at this time. This project needs more financial tooling for the neighborhood. Public Comments: • Dave Person asked if the study would lower the contingency percentages if the study was performed for drainage improvements within the City. Chris Sims responded yes; the study would lower the contingencies throughout the City. • Dave Person discussed the parcel of land that shows 60% of the yellow is the enclosed area which is Galveston County MUD No.81 that just got approved by Council. This is going to be a MUD District on the South Side of FM517 and 70% of land that will be unusable. Chris indicated a lot of the land is in the flood plain and would have to be excavated and provide some mitigation at some point. Discuss Purpose and Direction to Staff: A motion was made by Ed Poole and seconded by Larry Millican and all members of the committee to adjourn the meeting at 5:35 p.m. A motion passed unanimously with a vote of 6-0.
