TRANSPORTATION AND INFRASTRUCTURE COMMITTEE
July 21, 2022
The meeting of the Transportation and Infrastructure Committee (TIC) was called to order by
Chairman, David Johnson, on July 21, 2022 at 3:06 p.m. Johnnie Arolfo Civic Center Meeting Room
and welcomed all members of the Transportation and Infrastructure Committee and called the meeting
to order.
1. Call to Order and Roll Call of Members
Present: Mr. David Johnson, Ms. Peggy Zahler, Mr. Andy Aycoth, Mr. Evan Watkins, Mr. Dave
Person, Mr. Larry Millican, Ms. Annette Ramirez and Mr. Christopher Sims
Not Present: Ms. Donna Ofsanko
Citizens Present: N/A
2. Approval of Minutes
A motion was made to approve the June 23, 2022 meeting minutes by Ms. Annette Ramirez and
seconded by Mr. Andy Aycoth; all members of the committee approved the minutes with a unanimous
vote of 7-0-0.

Mr. Christopher Sims discussed and presented to members of committee the Transportation for
Roadway Service Area #3 (presentation attached)

• Planned and/or needed Projects for FY23 CIP and beyond
3b. Transportation Discussion for Roadway Service Area #4
Mr. Christopher Sims discussed and presented to members of the committee the Transportation
for Roadway Service Area #4 (presentation attached)

• Development-Driven Roadways
4. Public Comments

5. Staff Comments
Mr. Christopher Sims presented the City Development & CIP Update and TxDOT Initiatives
through May 2022, and a Planning and Zoning Update within the City of League City was presented.
Mr. Christopher Sims noted the following upcoming events:
• TxDOT Initiatives: Nothing new to report
• Planning and Zoning Update:
o Steadman-West PUD
o Replats for Columbia Retail Lots 4A & 4B and Tuscan Lakes Commercial/Final
Plat for Garden View Villas Addition
o Apartments/Multifamily homes are required to have wrap parking for all new
construction
o New Development requirements are not allowed to have open ditches
• Upcoming Events
o Next P&Z Meetings – August 1st & 15th
o Next Council Meetings – July 26th & August 9th
o Next TIC Meeting – August 25th
6. Committee Member Comments
• Committee members discussed the CRF Fees, and Mr. Christopher Sims indicated it can
be assessed every five years or longer on all new development
• Committee members discussed the water capacity issue and cost to League City for future
development
• Committee members discussed the current CIP list for fiscal year and what the committee
needs to address. Mr. Christopher Sims said the committee could be an advocate to HOAs
for direct questions sent to the T&I committee to be addressed regarding future projects
• Committee suggested on writing citizen questions and/or concerns for the T&I committee
for resolution and discussion by the committee
• Committee members discussed removal of the conflict of interest from all future T&I
committee agendas
• Committee members discussed next meeting focus is on Mobility within the city.

A motion was made by Ms. Peggy Zahler and seconded by Mr. Andy Aycoth to adjourn the
meeting at 4:27 p.m. with a unanimous vote of 7-0-0.
The next Transportation Committee meeting will be scheduled on August 18, 2022 in person at
the Johnnie Arolfo Civic Center Meeting room.
