SUMMARY OF MINUTES
TRANSPORTATION AND INFRASTRUCTURE COMMITTEE
November 17, 2022
The meeting of the Transportation and Infrastructure Committee (TIC) was called to order by
Chairman, David Johnson, on November 17, 2022 at 3:00 p.m. Johnnie Arolfo Civic Center Meeting Room
and welcomed all members of the Transportation and Infrastructure Committee and called the meeting to
order.
1. Call to Order and Roll Call of Members
Present: Mr. David Johnson, Ms. Peggy Zahler, Mr. Dave Person, Mr. Andy Aycoth, Mr. Steven
Barron, Mr. Christopher Sims and Ms. Donna Ofsanko
Not Present: Mr. Evan Watkins
Citizens Present: None
2. Approval of Minutes
A motion was made to approve the amended meeting minutes for the October 20, 2022 meeting by
Ms. Peggy Zahler and seconded by Mr. David Person with a unanimous vote of 5-0-1 absent.
3. Discussion and Action Items
3a. Future CIP Street/Drainage Review and Recommendation (presentation attached)
Mr. Christopher Sims presented the following to members of the committee:
• New Street & Drainage Projects Starting in FY 2014:
1. Design and Rebuild Traffic Signal at FM 518 & Country Lane (RE1703)
2. Clear Creek Watershed FIRM Update (DR18)
Mr. Christopher Sims presented the following to members of the committee:
• New Street & Drainage Projects Starting in FY 2025:
1. Transportation CIP Scheduling Program (ST15)
2. Historic District Drainage Improvements (DR17)
3. Targeted Homeowner Buyout Program (DR20)
• Staff recommends no changes be made to current planned projects in FY 2024 and FY
2025
• A motion was made by all members of the committee to have no changes made to the
planned projects in FY 2024 and FY 2025. A motion was made by Mr. David Person and
seconded by Ms. Peggy Zahler and passed unanimously with a vote of 5-0-1 absent.
3b. Upcoming Grant Program Discussion (presentation attached)
Mr. Christopher Sims presented the following to members of the committee:
• CDBG-MIT Program:
o Approximated $15.5M allocated to the city
o 50% must be in LMI areas
o City has GA PSA on Council Agenda for 11/22
o Grant Application Process closes on January 9, 2023
o Potential projects include drainage studies: FEMA FIRM updated, Drainage
Improvements in Westley Dr./Highland Terrace area, Countryside South,
Wilshire Pl., and Bayou Brae Subdivisions
• TxDOT Highway Safety Improvements Program (HSIP):
o Call for projects issued 10/6/2022
o Deadline for applications is 12/31/2022
o Submitted through TxDOT and funded by TxDOT; could ask City for 10%
matching funds
o Working with TxDOT Local office on: Intersection Improvement projects at
Main St./Bay Area Blvd., LCP/FM270, LCP/Columbia Memorial, FM
270/Coryell, FM 270/Webster St., and FM 270/Austin St. along with Signal
Head/Ped Head upgrades throughout the city
o No guarantee of funding for these projects
• TxDOT 2023 Transportation Alternatives Set-aside (TA) Program:
o Call for projects to be issued on 12/2/2022
o Approximately $250M state-wide to be used for projects
o 2-part application process
o Awards come with 20% match, but can partner with other entities
o Working with TxDOT local office on two potential projects
o Considering 2 potential “Safe Route to School” type projects: Claremont
Connector and Webster St. 5’ sidewalk from Texas to Louisiana
o No guarantee of funding for these projects

5. Staff Comments
Mr. Christopher Sims presented the City Development & CIP Update and TxDOT Initiatives through
September 2022, and a Planning and Zoning Update within the City of League City was presented.
Mr. Christopher Sims noted the following upcoming events:
• TxDOT Initiatives:
o Nothing new to report
• Planning and Zoning Update:
o Westland Ranch Section 6 Final Plat
o Preliminary/Final Plat for Westland Ranch Landscape Reserve, Section #1 and #2
o Preliminary Plat for League City Parkway Street Dedication
• Upcoming Events
o Next P&Z Meetings – December 5th & 19th
o Next Council Meetings – November 22nd and December 6th & 20th
o Next TIC Meeting – December 15th
6. Committee Member Comments
• Mr. Steven Barron expressed to members of the committee his support for any school projects
that could benefit the city as well as the citizens in conjunction with CCISD. Mr. Christopher
Sims indicated that grants have been written and presented to CCISD by Mr. Bob Duke, Project
Manager. Due to high construction costs for potential projects, they were not approved to
construct by city staff and CCISD.
• Mr. David Johnson announced to all members of the committee and congratulate Ms. Peggy
Zahler on her award as the Lighthouse Leadership Recipient for 2022.
• Mr. David Johnson asked Mr. Christopher Sims forward Mr. Steven Barron the traffic study
performed on FM 518 for his review. Mr. Christopher Sims indicated he will forward the traffic
study to Mr. Steven Barron.
• Ms. Peggy Zahler indicated her involvement with the GLO and her willingness to reach out to
her contact if city staff every needs assistance with the GLO.

8. Adjournment
A motion was made by Ms. Peggy Zahler and seconded by Mr. David Person to adjourn the meeting
at 4:50 p.m. with a unanimous vote of 5-0-1 absent.
The next Transportation Committee meeting will be scheduled on December 15, 2022 in person at
the Johnnie Arolfo Civic Center Meeting room at 3:00 p.m.
