1. Call to Order and Roll Call of Members
Mr. Hendershot called the meeting to order at 6:00 p.m.
Present: Michael Hendershot, Tamara Gann-Curry, Katie Benoit, Robert Kline, Russell
Miller, Dave Person (Alternate #1)
* Mr. Hendershot activated Mr. Person as an active voting member of the Board.
Absent: None
City Staff: Mark Linenschmidt, Planning Manager; Caitlin King, Planner, Michelle
Villareal, City Attorney
2. Approval of January 4, 2024, minutes
Mr. Miller moved to approve the January 4, 2024, minutes.
Ms. Gann-Curry seconded the motion.
The motion passed unanimously 5-0-0.
3. Citizen Communications
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Zoning Board of Adjustments Application, VA-
24-0007, (1010 and 1012 E. Walker St.), variance requests to subdivide a property, which
would result in a lot less than 50 feet in width and less than 7,000 square feet in lot area as
required by Table 3.3.2. of the League City Unified Development Code (UDC) for
properties zoned “RSF-7” (Single-Family Residential 7), legally described as Lot 11 of
Division “D” of the Town of League City, generally located along the north side of E.
Walker Street, east of Illinois Avenue and west of Reynolds Avenue, with the addresses of
1010 and 1012 East Walker Street in League City, Texas.
Caitlin King, Planner, gave a presentation on behalf of the City of League City.
Mr. Hendershot asked if the Board had any questions for staff.
There was a discussion of the lot sizes and character in the area. The discussion included the
functionality of the lots with respect to access and maneuverability on the property.
Mr. Person asked what the building at the rear of the property was used for.
Will Holt, Property Owner, responded that the rear accessory structure is a large storage
building. He added additional history and the work that is proposed for the houses.
There was a continued discussion regarding the history and future intent of the property.
Mr. Hendershot opened the public hearing at 6:20 p.m.
George Barba, 408 El Toro, nearby Property Owner, stated that he had no objection to the
request and asked the Board to be consistent in their consideration for any future requests.
Mr. Hendershot closed the public hearing at 6:23 p.m.
Mr. Miller made a motion to approve VA-24-0007, (1010 and 1012 E. Walker St.), variance
requests per staff’s recommendations.
Ms. Gann-Curry seconded the motion.
There was a discussion about the degree of the variance that is being requested, the existing
configuration of the property, and possible options other than subdividing the property.
Motion failed 2-3-0.
B. Hold a public hearing and take action on a Zoning Board of Adjustments Application,
VA-24-0008, (McDonald’s Pylon Sign #2), a second variance request to increase the
maximum allowable height of a pylon sign from 42½ feet to 120 feet in height in
accordance with Table #3 of Article 8 entitled Signs in the League City Unified
Development Code (Chapter 125 of the League City Code of Ordinances), located on
approximately 0.92 acres, legally described as a portion of Lots 51 and 52 (51-2) of the
Braskora Gardens Subdivision, generally located north of Farm to Market Road 518, south
of Clear Creek and along the western side (southbound) of the frontage road of Interstate
Highway 45 with the address of 113 North Gulf Freeway in League City, Texas.
This item was pulled by the Applicant.
5. Other Business
A. Consider and take action on the Zoning Board of Adjustments/Building and Standards
Commission meeting dates for 2025.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League
City.
Mr. Kline made a motion to approve the Zoning Board of Adjustments/Building and Standards
Commission meeting dates for 2025.
Mr. Miller seconded the motion.
Motion passed 5-0-0.
