1. Call to Order and Roll Call of Members
Mr. Hendershot called the meeting to order at 6:00 p.m.
Present: Michael Hendershot, Tamara Gann-Curry, Katie Benoit, Robert Kline, Russell
Miller, Dave Person (Alternate #1)
Absent: None
City Staff: Kris Carpenter, Planning Director; Mark Linenschmidt, Planning Manager;
Ann Williams, Planner, Michelle Villareal, City Attorney;
2. Approval of September 5, 2024, minutes
Mr. Miller moved to approve the September 5, 2024, minutes.
Ms. Gann-Curry seconded the motion.
The motion passed unanimously 5-0-0.
3. Citizen Communications
No citizens spoke.
4. Public Hearing and Action Items
A. Hold a public hearing and take action on a Zoning Board of Adjustments Application, VA-
24-0011, (601 East FM 646), two variance requests to increase the maximum height of a
pylon sign from 20 feet to 30 feet and increase the maximum sign area of a pylon sign from
100 square feet to 182 square feet in area in accordance with Table #3 of Article 8, entitled
Signs in the League City Unified Development Code (Chapter 125 of the League City Code
of Ordinances), generally located along the north side of East Farm to Market Road (FM)
646, east of Dickinson Avenue and west of Ohio Avenue with the address of 601 East FM
646 in League City, Texas.
Mark Linenschmidt, Planning Manager, gave a presentation on behalf of the City of League
City.
Mr. Hendershot asked if the applicant would like to speak to this request.
Maureen Silk of 4D Signworx, Applicant, gave a brief explanation of why a conforming the
sign would be blocked by a proposed TxDOT bridge from the roadways.
Mr. Hendershot asked if there were any questions for the applicant.
Mr. Kline asked if the request was addressing two separate requests.
Ms. Silk responded in the affirmative.
Mr. Persons asked if the existing monument sign had already been removed.
Ms. Silk responded in the affirmative.
Mr. Persons asked what the area of the monument sign was.
Ms. Silk replied that the sign was approximately 100 square feet in size.
Dr. Laura Koehler, Property Owner, discussed the acquisition by TxDOT and existing
conditions on the property.
There was a discussion regarding the location of the sign on the property relative to the
height of bridge and the entrance into the property.
Mr. Hendershot opened the public hearing at 6:13 p.m.
Mr. Hendershot asked if there was anyone present that would like to speak. No one spoke.
Mr. Hendershot closed the public hearing at 6:13 p.m.
Mr. Miller made a motion to approve the variance request, VA-24-0011 to increase the sign
areas as requested.
Ms. Benoit seconded for discussion.
Ms. Benoit discussed the degree to which the variance to the size of the sign was being
requested.
Motion failed 0-5-0.
Ms. Gann-Curry made a motion to approve the variance request, VA-24-0011 to increase the
height of the sign as requested.
Ms. Benoit seconded for discussion.
There was a discussion regarding the amount of the increase and the possibility for City
Council to further discuss sign regulations for elevated roadways.
Motion failed 3-2-0.
5. Staff Comments
Mr. Linenschmidt stated that a variance request had been submitted to the Planning Department
and that there would be a meeting in February.
6. Adjournment
Mr. Hendershot adjourned the meeting at 6:24 p.m.
