The City of Lee's Summit Action Letter Board of Aeronautic Commissioners Monday, August 12, 2019 7:00 PM Council Committee Room 1-114 City Hall 220 SE Green Street Lee's Summit, MO 64063 Call to Order Chairman Mall called the August 12, 2019, Board of Aeronautic Commissioners meeting to order at 7:00 p.m. Notice of said meeting was provided by posting the meeting notice with a tentative agenda, at least 24 hours in advance of the meeting, at both entrances to City Hall. Roll Call Guests in attendance were Mr. John Barker, retired City of Lee's Summit employee; Andy Bodeine, CMT; Jeremy Bonnesen, Principal of Summit Technology Academy; and Joe Mullins, University of Central Missouri. Present: 7 - Chairperson Phil Mall City Council Liaison Rob Binney Commissioner Darryl Nelson Commissioner Joseph Towns Commissioner Tom Townsend Commissioner Molly Waller Commissioner Kirk Fletcher Absent: 2 - Vice Chair Paula Derks Commissioner James Brady Approval of Agenda A motion was made by Commissioner Nelson, seconded by Commissioner Townsend, that the agenda of August 12, 2019 be approved. The motion carried unanimously 7-0. (Vice Chair Derks and Commissioner Brady absent). Approval of Action Letter 1. 2019-2829 Action Letter dated April 8, 2019 A motion was made by Commissioner Townsend, seconded by Commissioner Towns, to approve the April 8, 2019 Action Letter. An Ordinance approving a new schedule of discounts for fuel sales at the Lee's 19-211 Summit Municipal Airport. (BOAC 8-12-19) (F&BC 9-9-19) A motion was made by Commissioner Townsend, seconded by Commissioner Waller, to recommend to City Council approval of an Ordinance setting the schedule of discounts on fuel sales at the Lee's Summit Municipal Airport. The motion carried unanimously 7-0. (Vice Chair Derks and Commissioner Brady absent). 3. 2019-2936 Presentation by the University of Central Missouri and Summit Technology Academy regarding Aviation Collaboration This Presentation was received and filed. A motion was made by Commissioner Nelson, and seconded by Commissioner Townsend, to recommend that the BOAC fully support this collaboration of Summit Technology and the University of Central Missouri to offer Aviation studies. The motion carried unanimously 7-0. (Vice Chair Derks and Commissioner Brady absent). 4. 2019-2966 Airport Financial Report Year to Date May 31, 2019 Darlene Pickett, Finance Controller, presented the Airport Financial Report Year to Date May 31, 2019. Reports through May 2019 show the Airport fund with a net operating loss of $591,773. The fund has operating revenues of $1,518,690 against expenditures of $2,110,464. Nonoperating items and transfers bring the fund to a year-to-date net loss of $4,259,444. When depreciation expense of $508,514 is excluded (aded back), the net loss adjusted for depreciation is $3,750,930. Pending grant reimbursements of $5.6 million will offset this loss by fiscal year end. This Report was received and filed. 5. 2019-2960 Staff Report, Fuel Sales & Fuel History John Ohrazda, Airport Manager, noted the spall repairs on Runway 11-29. Repairs are expected to take place in early September. On the Taxiway project, a panel needs to be removed and replaced. The Board is included in the NOTAM (Notice containing information) list which goes out tomorrow that a patch repair will be this week. On Fuel Sales, the ending sales for Fiscal Year ending June & July was an all time high. Factors driving this are the Airport's new runway, marketing that has taken place bringing in new customers, plus Johnson County Executive & the Charles Wheeler Downtown Airport have been under construction. The Jefferson City Airport was evacuated due to flooding, as well. This is all bringing in more customers. Joel Arrington, Assistant Airport Manager, added that Hangar 1 is almost rented to capacity. We have to leave some room for transients. This Report was received and filed. Roundtable Councilmember Binney thanked the Airport staff and volunteers for a great event at the June Open House.
