The City of Lee's Summit Action Letter - Final City Council Rules Committee Thursday, October 27, 2022 11:30 AM Via Video Conference Notice is hereby given that the Rules Committee of the City of Lee’s Summit will meet on Thursday, October 27, 2022 at 11:30 am via video conference as provided by Section 2-50 of Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda may do so by sending a request prior to 5:00 p.m. on Wednesday, October 26, 2022, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The meeting may be viewed on the City website at www.WatchLS.net, or Spectrum Channel 2, Google TV channel 143, AT&T U-Verse Channel 99 and Comcast Channel 7, for those whose cable providers carry the City of Lee’s Summit meetings. 1. Call to Order Chairperson Felker called the City Council Rules Committee meeting to order at 11:33 a.m. 2. Roll Call Staff in attendance: Brian Head Jina Bellamy Present: 4 - Chairperson Andrew Felker Alternate Faith Hodges Councilmember Fred DeMoro Councilmember Phyllis Edson 3. Approval of Agenda Councilmember DeMoro made a motion to approve the October 27, 2022 City Council Rules Committee meeting agenda. Motion was seconded by Councilmember Hodges. Vote: 4-0. Motion passed Aye: 4 - Chairperson Felker Alternate Hodges Councilmember DeMoro Councilmember Edson 4. Public Comments There were no public comments. 5. Business A. 2022-5221 Approval of the Action Letter for the September 22, 2022 City Council Rules Committee meeting. Councilmember Edson made a motion to approve the September 22, 2022 City Council Rules Committee Action Letter. Motion was seconded by Councilmember Hodges. Vote 4-0. BILL NO. An Ordinance amending Division 1. Generally, of Article V. Boards, 22-226 Commissions and Committees of Chapter 2. Administration, of the Code of Ordinances of the City of Lee's Summit Missouri by enacting fourteen new sections thereof dealing generally with Rules for the Conduct of Business by City Boards, Commissions and Committees. (Rules 10/27/22) Brian Head presented the Committee's suggested changes from the September meeting in a draft ordinance for their review. He went through the document pointing out where those changes were incorporated. There was brief discussion regarding: 1. Sec. 2-257 Appointments and Removal: Clarification language was added relative to removal of a member from a board, commission or committee and the timeline for that individual to request to be heard before the Council if they so desire. 2. Sec. 2-264 Liaisons: Clarification language added relative to Roles of Council and Staff Liaisons regarding voting and quorums. 3. Companion ordinances where some smaller Committees will now be under one umbrella (i.e. Cultural Art's Committee) and how subcommittees are created. 4. There was conversation relative to what committees this Ordinance would apply to and how to have those committees reference this ordinance in their by-laws, to maintain consistency. During the conversation, a few minor edits were added to the document for clarification purposes and then a motion was made. Councilmember DeMoro made a motion to move forward with TMP-2455 to the full Council with the recommendation for approval. Motion was seconded by Councilmember Hodges. Vote: 4-0. Roundtable Councilmember Edson reminded the Committee regarding the ground breaking ceremony for Fire Station 4. The next meeting for the City Council Rules Committee is scheduled for November 17, 2022 at 11:30 a.m. via Zoom.
