The City of Lee's Summit Action Letter Finance and Budget Committee Monday, January 11, 2021 2:00 PM Via Video Conference Notice is hereby given that the Finance and Budget Committee of the City of Lee’s Summit will meet on Monday, January 11, 2021 at 2:00 pm by video conference as provided by Section 610.015 of the Revised Statutes of the State of Missouri. Due to the ongoing Covid-19 pandemic the public is invited to attend the meeting by one of these methods: • By viewing the meeting on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. • By sending a request to the City Clerk at clerk@cityofls.net to attend the meeting on the Zoom platform. The City Clerk will provide instructions regarding how to attend by this method. Persons wishing to comment on any item of business on the agenda may do so in writing prior to 12:00 p.m. on Monday, January 11, 2021, by one of the following methods: • By sending an e-mail to clerk@cityofls.net, • By leaving a voicemail at 816-969-1005 or • By leaving written printed comments in the utility payments drop boxes located in the alley behind City Hall or inside the foyer at the north end of City Hall, both located at 220 SE Green Street, Lee's Summit, MO 64063. Written comments submitted by these methods will be presented at the Finance and Budget Committee meeting. In the event that the meeting cannot be broadcast via www.WatchLS.net and the cable channels noted above, this agenda will be amended to include directions for the public to attend via the Zoom software platform at www.Zoom.com; such amendment will include a specific link to attend the Finance and Budget Committee meeting. Call to Order Chairman Johnson called the Finance and Budget Committee meeting to order at 2:01 p.m. 2. Roll Call Present: 4 - Chairperson Bob Johnson Vice Chair Beto Lopez Councilmember Andrew Felker Councilmember Diane Forte 3. Approval of Agenda A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, to approve the agenda as published. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte 4. Public Comments There were no Public Comments. 5. Business A. BILL NO. An Ordinance approving the dual award of Bid No. 2021-027, to purchase 21-15 Security System Products and Services on an as-needed basis for a one-year term with up to four, one-year renewals to American Digital Security LLC and Kenton Brothers Locksmiths, Inc. and authorizing the City Manager to execute the same for the City of Lee's Summit, Missouri. (F&BC 1/11/21) A motion was made by Councilmember Forte, seconded by Vice Chair Lopez, that TMP-1779 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte B. BILL NO. An Ordinance approving the award of Bid No. 2021-033, to purchase police 21-16 uniforms and accessories on an as-needed basis for a one-year term with up to four, one-year renewals to Galls, LLC and authorizing the City Manager to execute the same for the City. (F&BC 1/11/21) A motion was made by Vice Chair Lopez, seconded by Councilmember Felker, that TMP-1807 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte C. BILL NO. An Ordinance approving Amendment No. 12 to the Budget for the Fiscal Year 21-13 Ending June 30, 2020, as adopted by Ordinance No. 8643 and Ordinance No. 8652, by amending the authorized expenditures of the City of Lee’s Summit, Missouri. E. 2020-3879 Presentation: On-site Clinic Review This Presentation was received and filed. F. 2020-3899 Presentation - CIP Process and Funding This Presentation was received and filed. 7. Roundtable Councilmember Forte commented on the CIP (Capitol Improvement Program) presentation. Councilmember Johnson expressed frustration with on-going printer problems and asked if the city would consider providing printer ink and paper for Councilmembers to print items from home. Mr. Steve Arbo, City Manager, announced Rick Gentry, Procurement Manager, has been helping with the budget process in Chris Clubine's absence. Councilmember Johnson announced the next Finance and Budget Committee meeting is Monday, February 8, 2021 at 2:00 p.m. 8.
