The City of Lee's Summit Action Letter Finance and Budget Committee Monday, May 24, 2021 2:00 PM Via Zoom and City Council Chambers City Hall 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee of the City of Lee’s Summit will meet on Monday, May 24, 2021 at 2:00 pm in person and by video conference as provided by Section 610.015 of the Revised Statutes of the State of Missouri. Due to the ongoing Covid-19 pandemic, public attendance in the meeting room at City Hall is extremely limited, and therefore the public is invited to attend the meeting by one of these methods: • By viewing the meeting on the City website at www.WatchLS.net, and various cable providers (Spectrum channel 2, Google TV channel 143, AT&T U-Verse channel 99 and Comcast channel 7) for those whose cable providers carry the City of Lee’s Summit meetings. • By sending a request to the City Clerk at clerk@cityofls.net to attend the meeting on the Zoom platform. The City Clerk will provide instructions regarding how to attend by this method. Persons wishing to comment on any item of business on the agenda may do so in writing prior to 12:00 p.m. on Monday, May 24, 2021, by one of the following methods: • By sending an e-mail to clerk@cityofls.net, • By leaving a voicemail at 816-969-1005 or • By leaving written printed comments in the utility payments drop boxes located in the alley behind City Hall or inside the foyer at the north end of City Hall, both located at 220 SE Green Street, Lee's Summit, MO 64063. Written comments submitted by these methods will be presented at the Finance and Budget Committee meeting. In the event that the meeting cannot be broadcast via www.WatchLS.net and the cable channels noted above, this agenda will be amended to include directions for the public to attend via the Zoom software platform at www.Zoom.com; such amendment will include a specific link to attend the Finance and Budget Committee meeting. Call to Order Chairperson Johnson called the May 24, 2021 Finance and Budget Committee meeting to order at 2:07 p.m. 2. Roll Call Present: 4 - Chairperson Bob Johnson Vice Chair Beto Lopez Councilmember Andrew Felker Councilmember Diane Forte 3. Approval of Agenda A motion was made by Councilmember Forte, seconded by Councilmember Felker, to approve the agenda as published. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte 4. Public Comments There were no public comments. 5. Business A. 2021-4124 Continued Discussion of the City Manager's Proposed FY22 General Fund Budget Committee discussions included: -Advertising process for Public Hearing -Clarification of publishing for the Public Hearing -Personnel expenditures as a percentage of the overall total budget -Discussion of a Budget Manager -Police and Fire Department needs -Compensation for non-union city employees A motion was made by Vice Chair Lopez, seconded by Councilmember Forte, to recommend to City Council an amendment to the City Manager's proposed budget to reflect a percentage merit pay increase to non-represented employees of 2% instead of the 3% in the proposed budget. The motion carried by a unanimous 4-0 vote. A motion was made by Councilmember Forte, seconded by Councilmember Felker, to recommend to City Council the removal of the Budget Manager from the City Manager's proposed budget. The motion carried by the following vote: Aye: 3 - Vice Chair Lopez Councilmember Felker Councilmember Forte Nay: 1 - Chairperson Johnson B. 2021-4128 Continued Discussion of potential future funding needs Committee discussions included: -Funding for the 2021 September Community Celebration and/or the Fourth of July Celebration in 2022 -Effect this years budget and/or next years budget The City of Lee's Summit Page 3 Printed on 11/4/2021  Finance and Budget Committee Action Letter May 24, 2021 A motion was made by Councilmember Felker, seconded by Councilmember Forte, to recommend to City Council an amendment to the City Manager's proposed budget to include a dedication of funds for a 2022 Independence Day celebration for no less than $50,000 with encouragement to find additional funding, to include sponsorships, to increase that event budget. The motion carried by a unanimous 4-0 vote: A motion was made by Councilmember Felker, seconded by Vice-Chairperson Lopez, to move the City Manager's budget proposal for fiscal year 2022 to the full City Council for discussion. The motion carried by the following vote: Aye: 4 - Chairperson Johnson Vice Chair Lopez Councilmember Felker Councilmember Forte 6. Roundtable Councilmember Forte received some inquiries asking if Lee's Summit voted to de fund the police department. She wanted to make it clear that Lee's Summit did not, nor would she ever, vote to de fund the police department. Chairperson Johnson announced the public hearing for the proposed budget is scheduled for June 15, 2021 and the final vote for passage is scheduled for June 22, 2021. Mr. Steve Arbo, City Manager, thanked the committee for their time and input. Chairperson Johnson announced the next Finance and Budget Committee meeting is scheduled for June 14, 2021 at 2:00 pm. 7. Adjournment There being no further business, Chairperson Johnson adjourned the Finance and Budget Committee meeting at 3:42 pm.
