The City of Lee's Summit Action Letter Finance and Budget Committee Wednesday, January 3, 2024 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet in Regular Session on Wednesday, January 3, 2024 at 4:00 pm in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, December 4, 2023, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson Shields called the January 3, 2024 Finance and Budget Committee meeting to order at 4:05 p.m. 2. Roll Call Present: 3 - Chairperson Hillary Shields Vice Chair John Lovell Councilmember Beto Lopez Absent: 1 - Councilmember Faith Hodges 3. Approval of Agenda A motion was made by Mayor Pro Tem Lopez, seconded by Vice Chair Lovell, to approve the Agenda as published. Public Comments Mr. Josh Baker, with Ron's Tow and Jackson County Tow, spoke regarding the City's Tow Contract. Chairperson Shields noted the City's Tow Contract is agenda item 5D on this agenda and the presentation should help address his questions. 5. Business A. 2023-6023 Approval of the December 4, 2023 Finance and Budget Committee Action Letter. A motion was made by Mayor Pro Tem Lopez, seconded by Vice Chair Lovell, to approve the Action Letter dated December 4, 2023. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lovell Councilmember Lopez Absent: 1 - Councilmember Hodges B. BILL NO. An Ordinance establishing compensation and allowances for the Mayor, 24-001 Council members, Mayor Pro Tempore, and Municipal Judges with the City of Lee's Summit, Missouri. A motion was made by Vice Chair Lovell, seconded by Mayor Pro Tem Lopez, that TMP-2879 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lovell Councilmember Lopez Absent: 1 - Councilmember Hodges C. BILL NO. An Ordinance approving the 2024 Jackson County Board of Election 24-002 Commissioners Poll Contracts for the Lovell Community Center, Harris Park Community Center, Longview Community Center and the Gamber Center, and authorizing the Administrator of Parks and Recreation to execute the same by and on behalf of the City. (F&BC 1/3/24) A motion was made by Mayor Pro Tem Lopez, seconded by Vice Chair Lovell, that TMP-2880 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lovell Councilmember Lopez Absent: 1 - Councilmember Hodges D. BILL NO. An Ordinance approving the award of RFP No. 2024-022 for tow services for a 24-017 one-year term with up to four, one-year renewals to James R. McCoy LLC d/b/a Jim's Tow Service as the primary awardee and Ron’s Auto & Tow Truck Towing, LLC as the secondary awardee and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 1/3/24) A motion was made by Mayor Pro Tem Lopez, seconded by Vice Chair Lovell, that TMP-2822 be recommended for approval to the City Council. An Ordinance approving Amendment No. 7 to the budget for the Fiscal Year 24-003 ending June 30, 2024, as adopted by Ordinance No. 9704, Ordinance No. 9705, Ordinance No. 9706, Ordinance No. 9707, and Ordinance No. 9708, by amending the authorized expenditures for the City. A motion was made by Vice Chair Lovell, seconded by Mayor Pro Tem Lopez, that TMP-2890 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lovell Councilmember Lopez Absent: 1 - Councilmember Hodges F. SUBSTITUT An Ordinance approving the execution of an addendum to the Memorandum of E BILL NO. Understanding between the Kansas Bureau of Investigation and the City of 24-004 Lee’s Summit, Missouri for the use of Midwest High Intensity Drug Trafficking Area Award Funds, and authorizing the Mayor to execute the same on behalf of the City. (DEA Task Force) A motion was made by Mayor Pro Tem Lopez, seconded by Vice Chair Lovell, that TMP-2895 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 3 - Chairperson Shields Vice Chair Lovell Councilmember Lopez Absent: 1 - Councilmember Hodges 6. Roundtable There was no Committee Roundtable. Ms. Bette Wordelman, Finance Director, informed the committee that a Resolution will be coming forward to the full City Council regarding the first issuance of bonds. The Resolution will include a list of projects to be funded. She then stated the Annual Audit results will be presented at the February 5, 2024 Finance and Budget Committee meeting. 7.
