The City of Lee's Summit Action Letter Finance and Budget Committee Monday, July 1, 2024 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Monday, July 1, 2024 at 4:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon) on Monday, July 1, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Approval of Agenda ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember DeMoro, that this be approved.[EN_NR] The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro Absent: 1 - Alternate Rader 4. ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember DeMoro, to approve the June 3, 2024 Finance and Budget Committee Action Letter. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro Absent: 1 - Alternate Rader B. BILL NO. An Ordinance approving the award of RFP No. 2024-003 to U.S. Bank N.A to 24-119 provide banking services, merchant services and purchasing card services for a one-year term with up to four, one-year renewals and authorizing the City Manager to execute agreements to secure the same by and on behalf of the City. (F&BC 7/1/24) Committee discussion included: - Banking services for all assets - Purchasing Cards - Lock box use - ACH Fraud Controls - Current banking services ACTION: A motion was made by Councilmember DeMoro, seconded by Vice Chair Lopez, that this Bill be recommended for approval to the full City Council. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro Absent: 1 - Alternate Rader C. BILL NO. An Ordinance approving the award of RFP No. 2024-061 for the Online and IVR 24-120 Payment and Notification System to Paymentus Corporation and authorizing the City Manager to execute agreements for the same by and on behalf of the City. (F&BC 7/1/24) There was to Committee discussion. ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember DeMoro, that this Bill be recommended for approval to the full City Council. BILL NO. An Ordinance approving a term extension until September 30, 2024 for the 24-121 Public Service Agreement by and between the City of Lee’s Summit, Missouri and Downtown Lee’s Summit Main Street for the purposes stated in the Agreement; and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 7/1/24) Committee discussion included: - Council approval of new PSA - retroactive payments - Clarification of amount - $5000 for at least 3 months This Ordinance - Committee was recommended for approval.to the City Council - Regular Session due back on 7/9/2024 ACTION: A motion was made by Councilmember Carlyle, seconded by Vice Chair Lopez, that this Ordinance - be amended to show the correct amount of $5000 per month in both the Ordinance and the attached agreement. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro Absent: 1 - Alternate Rader ACTION: A motion was made by Vice Chair Lopez, seconded by Councilmember DeMoro, that this Ordinance be recommended for approval as amended. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro Absent: 1 - Alternate Rader E. 2024-6361 Presentation and discussion to establish Park Impact Fee rates. Committee discussion included: - Parks Board capped at 4 bedrooms - Max at $1400 - 12 1/2 acre park = neighborhood park - Dialogue with Builders Association / Builder / Developers - Public testimony at Park Board meetings - Supreme Court case - lawsuits regarding fees - 5th Amendment takings suits - New construction fee only - Fee amount - Lower range ($250 - $350 per bedroom / $.20 - $.30 per square foot for non-residential) - Single family comparators - Multi-Family vs. Single Family - Limit home buyers - Lee's Summit will be the only city in Missouri with a Parks Tax and Parks The City of Lee's Summit Page 3 Printed on 8/9/2024 Finance and Budget Committee Action Letter July 1, 2024 Impact Fee - Maintaining level of service for Parks - Park Sales Tax / Property Tax - $6.00 - $6.71 per month passed on to homeowner - New park every 4 years The Committee reached a consensus to move this forward to Council for discussion of a $250 - $300 per bedroom and $.20 per square foot for residential fee. 6. Roundtable Ms. Christal Weber advised Ms. Donna Lake, Assistant City Manager is filling in as the interim Finance Director with the assistance of Ms. Holly Allen and Ms. Tiffany Morawiec. The position has been posted and there have been a lot a responses and the interviews have begun. The hope is to have a new director on board by the fall. Councilmember DeMoro thanked staff for working through the technical difficulties in getting both himself and Councilmember Carlyle on Zoom to be able to participate in this meeting. Chair Shields thanked Councilmember DeMoro and Councilmember Carlyle for being present via Zoom so they could hold this meeting with a quorum. 7. Adjournment Hearing no further business, Chair Shields adjourned the July 1, 2024 Finance and Budget Committee meeting at 5:04pm.
