The City of Lee's Summit Action Letter Finance and Budget Committee Wednesday, September 4, 2024 4:00 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Finance and Budget Committee for the City of Lee’s Summit will meet on Wednesday, September 4, 2024 at 4:00 pm via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. (noon) on Tuesday, September 3, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order Chairperson Shields called the September 4, 2024 Finance and Budget Committee meeting to order at 4:00 p.m. 2. Approval of Agenda Chairperson Shields removed agenda item 5D (TMP-3010) per staff's request. A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, to approve the Agenda as amended. A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, to approve the Action Letter dated August 5, 2024. An Ordinance approving Amendment No. 15 to the budget for the Fiscal Year 24-166 ending June 30, 2024, as adopted by Ordinances 9704, 9705, 9706, 9707, and 9708, by amending the authorized expenditures for the City. (F&BC 9/4/24) A motion was made by Councilmember Carlyle, seconded by Councilmember DeMoro, that TMP-3060 be recommended for approval to the City Council. An Ordinance approving Amendment No. 2 to the budget for the Fiscal Year 24-162 ending June 30, 2025, as adopted by Ordinances 9936, 9937, 9938, 9939, and 9940, by amending the authorized expenditures for the City. (F&BC 9/4/24) A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, that TMP-3094 be recommended for approval to the City Council. TMP-3010 An Ordinance approving a Lease-Purchase Financing Agreement between the City of Lee’s Summit and Stryker Medical for the purchase of new Lifepak defibrillator monitors for the fire department, and authorizing the City Manager to execute all documents necessary to effectuate the same by and on behalf of the City. (F&BC 9/4/24) - WITHDRAWN This Ordinance (TMP-3010) was removed from the agenda by Chairperson Shields during agenda management. E. BILL NO. An Ordinance authorizing the purchase of one custom build special services 24-167 bomb response unit from LDV Inc. through the use of Houston-Galveston Area Council (HGAC) Contract #AM10-23 and authorizing the City Manager to execute all necessary documents by and on behalf of the City. An Ordinance authorizing the execution of two grant agreements between the 24-168 State of Missouri, through its Department of Transportation Traffic and Highway Safety Division, and the City of Lee's Summit for the Missouri Highway Safety Program. (F&BC 9/4/24) A motion was made by Councilmember DeMoro, seconded by Vice Chair Lopez, that TMP-3088 be recommended for approval to the City Council. An Ordinance approving the award of Bid No. 2025-001 for the purchase, and 24-169 installation, maintenance, and repair services of heating, ventilation and air-conditioning systems for a one-year term with up to four, one-year renewals to ACS Building Services, LLC (Contract No. 2025-001) and authorizing the City Manager to execute the same by and on behalf of the City. (F&BC 9/4/24) A motion was made by Vice Chair Lopez, seconded by Councilmember DeMoro, that TMP-3102 be recommended for approval to the City Council. An Ordinance approving the Calendar Year 2025 Employee Benefit Programs; 24-163 approving agreements for services by and between the City of Lee’s Summit, Missouri and Cigna Health and Life Insurance Company, Metropolitan Life Insurance Company, Hartford Life and Accident Insurance Company, CuraLinc, LLC, Navia Benefit Solutions, Inc., and Trustmark Insurance Company, and authorizing the City Manager to execute agreements and other documents as necessary to administer employee benefits for Calendar Year 2025 by and on behalf of the City. (F&BC 9/4/24) A motion was made by Councilmember DeMoro, seconded by Councilmember Carlyle, that TMP-3106 be recommended for approval to the City Council. An Ordinance approving a Contractual Services Agreement, Hosting Service 24-171 Agreement, Maintenance Agreement and Bronze Level Service Membership with N. Harris Computer Corporation for CityView software and authorizing the City Manager to execute the same for the City. (F&BC 9/4/24) A motion was made by Councilmember Carlyle, seconded by Councilmember DeMoro, that TMP-3089 be recommended for approval to the City Council. The motion carried by the following vote: Aye: 4 - Chairperson Shields Vice Chair Lopez Councilmember Carlyle Councilmember DeMoro K. 2024-6488 Report: Investment Portfolio Reports for the quarter ended June 30, 2024 This Report was received and filed. 6. Roundtable Chairperson Shields reported the EDC (Economic Development Council) is still working towards being in a position to request a PSA (Public Service Agreement). She expects that agreement will be placed on a Finance and Budget Committee agenda soon based on the progress they have been making. She then gave a brief update on their progress to date. Ms. Donna Lake, Assistant City Manager, announced the new Finance Director will be starting Monday, September 9, 2024. 7.
