The City of Lee's Summit Action Letter Public Works Committee Monday, September 9, 2024 4:30 PM City Council Chambers and Via Video Conference 220 SE Green Street Lee's Summit, MO 64063 Notice is hereby given that the Public Works Committee for the City of Lee’s Summit will meet in Regular Session on Monday, September 9, 2024, at 4:30 p.m. in person and via video conference as provided by Section 2-50 of the City of Lee’s Summit Code of Ordinances, adopted by the City Council on June 15, 2021, Ordinance No. 9172. Persons wishing to comment on any item of business on the agenda via video conference may do so by sending a request prior to 12:00 p.m. on Monday, September 9, 2024, to the City Clerk at clerk@cityofls.net to attend the meeting on the video conferencing platform. The City Clerk will provide instructions regarding how to attend by this method. The meeting may be viewed on the City’s website at WatchLS.net, and on various cable providers (Spectrum Channel 2, AT&T U-Verse Channel 99 and Comcast Channel 7). 1. Call to Order The September 9, 2024, Public Works Committee meeting was called to order by Chairman DeMoro, at 4:31 p.m. at City Hall, 220 SE Green Street, in the City Council Chambers. Notice had been provided by posting the meeting notice with a tentative agenda, at least 24 hours in advance of the meeting, at both entrances to City Hall and online. 2. Roll Call Present: 4 - Chairperson Fred DeMoro Vice Chair Mia Prier Councilmember Trish Carlyle Councilmember Cynda Rader Absent: 1 - Alternate John Lovell 3. Approval of Agenda A motion was made by Councilmember Carlyle, seconded by Councilmember Rader, to approve the agenda as posted. The motion carried by a unanimous 4-0 vote. 4. Public Comments None. 5. Business A. 2024-6320 Approval of the August 12, 2024, Public Works Committee Action Letter A motion was made by Councilmember Rader, seconded by Vice Chair Prier, to approve the Public Works Committee Action Letter dated August 12, 2024. The motion carried by a unanimous 4-0 vote. B. BILL NO. An Ordinance awarding the bid for Project No. 97731683 for the Cathodic 24-172 Protection Program FY24 to Wiedenmann, Inc. in the amount of $1,037,005.00 and authorizing the City Manager to execute an agreement for the same. The motion carried by a unanimous 4-0 vote. C. BILL NO. An Ordinance authorizing the execution of a Cooperative Service Agreement by 24-173 and between the City of Lee's Summit, Missouri (Lee's Summit Municipal Airport), and the United States Department of Agriculture (USDA) Animal and Plant Health Inspection Service (APHIS) Wildlife Services (WS), to cooperate in a wildlife damage management project and authorizing the Mayor to execute an agreement for the same. (PWC 9/9/24) A motion was made by Councilmember Rader, seconded by Vice Chair Prier, that this Ordinance be recommended for approval to the City Council. The motion carried by a unanimous 4-0 vote. D. BILL NO. An Ordinance awarding the bid for Project No. 1046 for the Police Substation 24-174 Project to Kelly Construction Group in the amount of $2,501,631.00, and authorizing the City Manager to execute an agreement for the same. (PWC 9/9/24) A motion was made by Vice Chair Prier, seconded by Councilmember Rader, that this Ordinance be recommended for approval to the City Council. The motion carried by a unanimous 4-0 vote. E. BILL NO. An Ordinance adding Exhibit C-1 to the Public Highway Overpass Agreement, 24-175 Northwest Colbern Road - DOT 441960S, by and between the Union Pacific Railroad Company and the City of Lee's Summit, Missouri, and authorizing the City Manager to execute the same. (PWC 9/9/24) A motion was made by Councilmember Rader, seconded by Councilmember Carlyle, that this Ordinance be recommended for approval to the City Council. The motion carried by a unanimous 4-0 vote. 6. Roundtable Councilmember Carlyle was contacted about the White Ridge Farm neighborhood over concern due to a lack of sidewalks connecting the neighborhood to the schools. She inquired on where this neighborhood is in the CIP schedule of sidewalk programs. Mr. Binger, Deputy Director/City Engineer, stated he would check the CIP schedule and follow up with Councilmember Carlyle. Mr. Binger announced that Eric Johnson, Mechanic Technician, was recognized as the Emergency Vehicle Technician of the year for the Midwest region by Heartland Emergency Apparatus Technicians Association. Mr. Binger informed Councilmembers that snow week is upcoming, September 16th-20th, and they are welcome to participate in the Snow Rodeo and/or attend the luncheon scheduled on September 20th at 11:30 a.m. at the Maintenance Facility. 7.
