ORGANIZATION MEETING OF THE CITY COUNCIL, JANUARY 5, 2004 Meeting called to order at 8:40 P.M. Attendance ws taken by roll call vote; all members were present. The City Clerk opened nominations for Council President. Councillor James Lanciani Jr. was nominated by Councillor Robert Salvatelli; seconded by Councillor John Salvatelli. Councillor Claire Freda was nominated by Councillor Marchand; seconded by Councillor Rosa. On the first round of votes Councillor Lanciani received 4 “yeas” and 5 “nays”; Councillors Marchand, Nickel, Rowlands, Freda and Rosa opposed. Councillor Freda received 4 “yeas” and 5 “nays”; Councillors John Salvatelli, Rowlands, Dombrowski, Robert Salvatelli and Lanciani opposed. On the second round of votes Councillor Lanciani received 4 “yeas” and 5 “nays”; Councillors Marchand, Nickel, Rowlands, Freda and Rosa opposed. Councillor Freda received 4 “yeas” and 5 “nays”; Councillors John Salvatelli, Rowlands, Dombrowski, Robert Salvatelli and Lanciani opposed. On the third round of votes Councillor Lanciani received 5 “yeas” and 4 “nays”; Councillors Marchand, Nickel, Freda and Rosa opposed. Councillor Freda received 4 “yeas” and 5 “nays”; Councillors John Salvatelli, Rowlands, Dombrowski, Robert Salvatelli and Lanciani opposed. Councillor Lanciani was elected Council President. Councillor Rosa asked that as a show of unity a member voting in the majority asked for a reconsideration of the vote to elect Councillor Lanciani president. Councillor Dombrowski asked for reconsideration of the vote. Vt. 9 “yeas” The election of Councillor Lanciani as president was reconsidered. Vt. 8 “yeas” and 1 “nay”, Councillor Freda opposed. Council President Lanciani opened nominations for Vice-President. Councillor John Salvatelli nominated Councillor Robert Salvatelli; seconded by Councillor Marchand. Councillor Nickel moved that nominations be closed, seconded by councilor John Salvatelli. Councillor Robert Salvatelli was elected vice-president by a roll call vote. Vt. 9 “yeas”. Council President Lanciani moved that the City Council Rules of Procedure be adopted with no changes. The Council rules were adopted. Vt. 9 “yeas” (See Council Rules on page 2.) Council President Lanciani motioned that the City Council continue using the Robert’s Rules of Procedure for the year 2004.
