REGULAR MEETING OF THE CITY COUNCIL, OCTOBER 14, 2014 Meeting was called to order at 7:30 P.M. Attendance was taken by a roll call vote; all members were present. The Committee on Records reported that the records through September 22, 2014 were examined and found to be in order. The records were accepted. The following COMMUNICATION was received with an EMERGENCY PREAMBLE and referred to the FINANCE COMMITTEE. Vt. 9 “yeas”. Upon recommendation of the FINANCE COMMITTEE, the following COMMUNICATION was GRANTED and ORDERED. Vt. 9 yeas” C-12 Relative to the appropriation of $30,000.00 to the Emergency Management Agency Expense Account; same to be transferred from the Emergency Reserve Account. ORDERED: that the sum of Thirty Thousand Dollars ($30,000.00) be appropriated to the Emergency Management Agency Expense Account; same to be transferred from the Emergency Reserve Account. Mazzarella, Mayor: Request that a 100th City of Leominster Anniversary Celebration Downtown Account be established as authorized by Massachusetts General Law Chapter 44, Section 53A. The following PETITION was received, referred to the PUBLIC SAFETY & TRAFFIC COMMITTEE, given REGULAR COURSE and referred to the Department of Public Works, the Police Department and the Fire Department. 11-15 David R. Cormier: Install a ‘Not a Thru Way’ sign at Queens Road and Elm Road to indicate that Elm Road is not a through way. The following PETITION was received, referred to the PUBLIC SAFETY & TRAFFIC COMMITTEE, given REGULAR COURSE and referred to the Department of Public Works, the Police Department, the Fire Department and National Grid. 12-15 Michael Lovezzola for Barletta Engineering: Request 9 decorative light poles at completed lots and roads for the Castleland subdivision. Marchand, Festival Facilitator: Request the closing of West Street from the intersection of Cottage Street to Main Street, the closing of Park Street at the intersection of Main Street, the closing of Church Street but maintain public safety access. Also allow the use of the City Hall parking lot, the parking lot adjacent to City Hall on West Street and the City portion of the parking lot between the First Church Unitarian and the First Baptist Church for handicap parking to host the 22nd Annual Johnny Appleseed Arts and Cultural Festival on September 26, 2015 with a rain date of October 3, 2015. Vt. 9/0 14-15 National Grid and Verizon New England, Inc. Merriam Avenue – Install one jointly owned pole beginning at a point approximately 50 feet north of the centerline of the intersection of Coolidge Street. Vt. 9/0 7-15 Wayne Nickel: Establish a city ordinance banning the sale of synthetic marijuana except for medical use. 8-15 Wayne Nickel: Establish a city ordinance banning the use of synthetic marijuana on city property. Upon request of the CITY PROPERTY & PROPERTY OVERSIGHT COMMITTEE, the following COMMUNICATION was given FURTHER TIME. Vt. 9/0 C-11 Dean J. Mazzarella, Mayor: Accept the transfer of the pump station to the City which is located on Kennedy Way. Upon recommendation of the WAYS & MEANS COMMITTEE, the following APPOINTMENTS were CONFIRMED. Vt. 9 “yeas” Cultural Commission – Daisy Casiano - term to expire 4/15/2017 Fire Department – Permanent Firefighters - Nicholas A. Caponi, Michael P. Crowley, Dustin C. Randall, Eric L. Arsenault, Timothy R. Comeau Upon recommendation of the WAYS & MEANS COMMITTEE, he following ELECTION ORDER was ADOPTED. Vt. 9 “yeas” Election Order – State Election – November 4, 2014 The following ORDINANCE was read once, ADOPTED as presented and ordered published. A hearing was set for October 27, 2014 at 7:00 P.M. Vt. 9 “yeas” 1st Reading Ordinance – Amend Chapter 4 of the Revised Ordinances entitled “Building” by inserting a new Article V relative to the Registration and Maintenance of Foreclosed Properties. Councillor Cormier said the Leominster Lions Club and the Leominster High School Fine Arts Club are having a Murder Mystery Dinner Friday October 24, 2014 from 6:30 P.M. to 9:00 P.M. at the Eagles Hall at 456 Litchfield Street and that anyone can see a Lion’s member for tickets. Councillor Lanciani said the upstairs kitchen in the fire station is being remodeled. He said the metal ceiling is absolutely beautiful and the work is being done by the firefighters. Councillor Freda said the Breakfast of the Bands is coming up. It is their 20th anniversary and will be held at Fitchburg High School on November 23, 2014 at 8 a.m. to 11:15 a.m. The following Committee meetings were established. City Property & Property Oversight Committee - on October 22, 2014 at 6:00 P.M. In accordance with Section 3.6 of the Leominster City Charter a vote was taken to request the Superintendent of Schools, the Mayor, Roger Brooks and Ray Racine to attend the City Property & Property Oversight Committee meeting to discuss Communication C-11. Vt.9/0 Legal Affairs Committee - on October 22, 2014 at 6:45 P.M. In accordance with Section 3.6 of the Leominster City Charter a vote was taken to request that the Police Chief and Chris Knuth the Health Director attend the Legal Affairs Committee meeting to discuss Petitions 7-15 and 8-15.
