HEARING BEFORE THE CITY COUNCIL, SEPTEMBER 25, 2017 Hearing opened at 7:00 P.M. with Councillor Freda, Chair of the PUBLIC SERVICE COMMITTEE, presiding. All members were present. The following PETITION was the subject of the hearing: 8-18 National Grid: McKay Street – Install three singly owned poles and one guy wire onto McKay Street heading into hospital. Attendance was taken by a roll call vote; all members were present. The Committee on Records reported that the records from September 11, 2017 were examined and found to be in order. The records were accepted. REGULAR MEETING OF THE CITY COUNCIL, SEPTEMBER 25, 2017, CONT. The following PETITION was received, referred to the LEGAL AFFAIRS COMMITTEE, given REGULAR COURSE and referred to the Traffic Department. 9-18 Officer Julio Ramos: Request “No Parking” signs be placed three hundred and six feet west from the intersection of Spruce and Whitney Street, on the north side, starting at pole number five and going one hundred feet to pole number four. The signs should read: No Parking Monday through Friday, between the hours of 8:00 A.M. until 6:00 P.M. The following PETITION was received, referred to the PUBLIC SERVICE COMMITTEE and given REGULAR COURSE. A hearing was set for October 10, 2017 at 7:10 P.M. 10-18 National Grid and Verizon New England, Inc.: Main Street – Install one jointly owned pole on Main Street to service house #1416 and eventually #1424 in the future. The following APPOINTMENTS were received, referred to the WAYS & MEANS AND VETERANS AFFAIRS COMMITTEE and given REGULAR COURSE. Sylvia Lamb – Leominster Housing Authority – Term to Expire April 15, 2018 Election Officers – Terms to Expire August 31, 2018 Upon request of the LEGAL AFFAIRS COMMITTEE, the following PETITION was given FURTHER TIME. Vt. 9/0 7-18 Officer Julio Ramos: Request “No Parking Anytime” signs be placed on the east side of Main Street from Merriam Avenue to Columbia Street. Upon recommendation of the PUBLIC SERVICE COMMITTEE, the following PETITION was GRANTED. Vt.9/0 8-18 National Grid: McKay Street – Install three singly owned poles and one guy wire onto McKay Street heading into hospital. Councillor Bodanza, Chair of the FINANCE COMMITTEE, read the Financial Report for the City into the record. Account balances are as follows: Stabilization Account: $12,020,480.00 The following ORDINANCE was read once, ADOPTED as presented and ordered published. Vt. 9 “yeas”. (A hearing was set for October 23, 2017 at 7:00 P.M.) 1st Reading Ordinance – Amend Chapter 22 of the Revised Ordinances entitled “Zoning” by amending Section 22- 50.4.1, Common Driveways, by deleting the words “shall service no more than two (2) lots” and inserting “are not permitted”. (Legal Affairs – Petition 35-17) Under old business, Councillor Chalifoux Zephir read the following letter from the Superintendent of Schools into the record: September 25, 2017 Leominster City Council 25 West Street Leominster, MA 01453 The Leominster School Committee is in receipt of your request to meet to discuss the school department budget. We are currently in the process of finalizing the line item budget for FY2018 in preparation for the joint meeting. The finance subcommittee requested a review of the budget before a presentation to the City Council. As soon as we complete this task we will contact the Council regarding a mutually convenient time to discuss the budget and any other agenda items. Sincerely, S/S James R. Under new business, Councillor Marchand suggested that each Committee Chair take a look at their tabled petitions. Councillor Gail Feckley mentioned she had numerous calls from constituents regarding the noise relative to a music event that took place at the Fitchburg Municipal Airport. She asked if the Council President could contact Fitchburg’s City Council President to determine their ordinance and permitting process for events that take place at this location. Councillor Bodanza also suggested that the Health Directors for each city work together to address this issue.
