CITY OF LEOMINSTER MINUTES CITY COUNCIL ORGANIZATIONAL MEETING JANUARY 4, 2021, 5:00 P.M. VIRTUALLY, BY A TELEPHONE CALL ONLY In accordance with Governor Baker's March 12, 2020 Executive Order modifying certain requirements of the Open Meeting Law and relieving public bodies of certain requirements, including the requirement that public bodies conduct its meetings in a public place that is open and physically accessible to the public, the City Council will be conducting this organizational meeting virtually. This enables the City Council to carry out its responsibilities while adhering to public health recommendations and ensuring public access to its deliberations through adequate, alternative means. The public may listen to the organizational meeting on LATV Comcast/Xfinity Channel 99; Verizon Channel 33. The public may also call into the meeting to listen via the following teleconference number: +1 (408) 650-3123 and enter the following code: 264-198-293. Call to order by City Clerk The City Clerk opened the meeting at 5:00PM. Roll Call of Members Councillor Freda, Councillor Dombrowski, Councillor Chalifoux Zephir, Councillor Feckley, Councillor Angelini, Councillor Ardinger, Councillor Pauline Cormier, Councillor David Cormier and Councillor Bodanza present. Others Present: Katelyn Huffman, City Clerk. Election of Council President City Clerk, Katelyn Huffman opened nominations for Council President. Councillor Mark Bodanza was nominated by Councillor David Cormier and seconded by Councillor Angelini. Motion made by Councillor Freda, seconded by Councillor David Cormier to close the nomination. Roll Call Vote 9-0. Councillor Mark Bodanza was elected Council President by a Roll Call Vote. 9-0. Council President Bodanza took the chair. Election of Council Vice-President Council President Bodanza opened nominations for Vice President. Councillor Gail Feckley was nominated by Councillor Pauline Cormier, seconded by Councillor Angelini. Motion made by Councillor Freda, seconded by Councillor David Cormier to close the nominations. Roll Call Vote 9-0. Councillor Feckley was elected Council Vice-President by Roll Call Vote: 9-0. Adoption of Council Rules Councillor Ardinger moved that Mason’s Rules be adopted and the City Council Rules of Procedure be adopted as amended, seconded by Councillor Freda. Roll Call Vote: 9-0. Appointment of Legal Counsel Councillor David Cormier made a motion to nominate Stephen Madaus of Mirrick O’Connell as the City Council’s Legal Counsel for 2021, seconded by Councillor Chalifoux Zephir. Attorney Madaus was elected Legal Counsel by a Roll Call Vote: 9-0.
