CITY OF LEOMINSTER CITY COUNCIL ORGANIZATIONAL MEETING JANUARY 3, 2022 JOHN P. MAHAN CITY COUNCIL CHAMBERS Call to order by City Clerk The City Clerk opened the meeting at 7:51 PM. Roll Call of Members Councillor Bodanza, Councillor David Cormier, Councillor Pauline Cormier, Councillor Ardinger, Councillor Angelini, Councillor Brady, Councillor Chalifoux Zephir, Councillor Deacon, Councillor Freda. Others Present: Katelyn Huffman, City Clerk and Dianne Reardon, Assistant City Clerk PLEDGE OF ALLEGIANCE Election of Council President City Clerk, Katelyn Huffman opened nominations for Council President. Councillor David Cormier was nominated by Councillor Mark Bodanza and seconded by Councillor Angelini. Motion made by Councillor Bodanza, seconded by Councillor Pauline Cormier to close the nomination. Roll Call Vote 9-0. Councillor David Cormier was elected Council President by a Roll Call Vote of 7-2 (Councillor Chalifoux Zephir and Councillor Freda voting NAY). Council President David Cormier took the chair. Election of Council Vice-President Council President David Cormier opened nominations for Vice President. Councillor Pauline Cormier was nominated by Councillor Angelini, seconded by Councillor Bodanza. Motion made by Councillor Bodanza, seconded by Councillor Ardinger to close the nominations. Roll Call Vote 9-0. Councillor Pauline Cormier was elected Council Vice-President by Roll Call Vote: 9-0. Adoption of Council Rules Council Vice-President Pauline Cormier moved that the City Council Rules of Procedure be adopted, seconded by Councillor Bodanza. Roll Call Vote: 9-0. Appointment of Legal Counsel Council President David Cormier would like confirmation of legal counsel Stephen Madaus of Mirrick O’Connell as the City Council’s Legal Counsel for 2022. Council Vice-President and Ways and Means Chairperson, Pauline Cormier, will receive confirmation and this will be an item for vote on the agenda of January 10, 2022. She feels there has been misinterpretation of the Charter as far as the two-year presidential appointment goes. She has been on the Council for 28 years and no one has asked for her vote in the last 8 years. She stated that this does not feel like inclusion. She hopes the Council can get back to Finance Subcommittee Meetings. The taxpayers deserve more transparency from this Council. She hopes to use people’s strengths in committees.
