Amanda Lansing. Chairwoman, Elizabeth Ricci-Blair, Vice Chairwoman, Chuck Raymond and Jeffrey Goyne present. Others present: Angela Chebuske, Conservation Agent. Conservation Land Management: a. Hill St trails and reopening the trails - Ms. Chebuske informed the Commission that she walked the trails. The area that was flagged matched the plans. There is more brush work to do. Mr. Raymond made a motion to reopen the trails. Ms. Ricci-Blair seconded the motion. The motion was carried unanimously by a roll call vote of 4-0. b. Grant Opportunity for Trail Work - an opportunity for a trail grant has come up. If awarded the money would be used to remove invasive olive species that are encroaching on the field as well as the birch trees that are encroaching on the corners. Ms. Chebuske will keep it on the agenda until the application is completed. New Business a. Chapter 91 Water Ways Permit for Monoosnoc Brook - MS. Chebuske informed the Commission that the retaining wall has collapsed. The Commission had ordered an emergency certification to fix this issue until they could make a plan to solve this broken-down area in full. It will cost upwards of one million dollars to repair this area after a thorough study. We have received an MVP grant to help offset the costs. The grant will require a request for a determination of applicability from the Commission in the future. Mr. Raymond informed Ms. Chebuske his preference would be option number 3. The Commission echoed his sentiment. b. Request for Amendment to Superseding Order of Conditions 644 Pleasant St DEP File Number 199-1096 - MS. Chebuske was informed that the applicant is amending their order of conditions with the DEP. They are increasing some impervious area and parking. Certificate of Compliance a. 35 Day St DEP 199-1059- Continued Until Spring b. 181 Exchange St- DEP 199-1110 - McKenzie engineering visited the site and did provide an as built. Ms. Chebuske recommended that the Commission issue a certificate of compliance because the work is complete, and all special conditions have been met. Mr. Goyne made the motion to issue a certificate of compliance. Ms. Ricci-Blair seconded the motion. The motion was carried unanimously by a roll call vote of 4-0. Extension Permits Ms. Lansing read the following extension permits into the record and noted that they would not be voted on for extension until the state of emergency was listed. a. 96 Exchange St- Herons Landing II- Requesting a 3-year Extension On hold until State of Emergency is lifted. b. Lake Samoset treatment Plan 199-1009 c. Lake Samoset Management Plan 199-414 Enforcement a. 9 Penny Lane- No update yet, we are waiting on the NOI to be filed. b. Hill St and Elm St Lot 1- Enforcement Order sent. Nothing new received. c. Hill St and Elm St. Lot 2- Enforcement Orders were sent. Nothing new received. d. 6 Daisy Dr- received contact- will have to wait for snow melt to set up inspection. e. 519 Pleasant St- Spoke with homeowner and explained what is required. He is working on it. f. National Grid- Prospect St Substation Wetland Fill, discussion on Enforcement or retroactive permitting. Require a 30-day waiting period for abutters. Cannot file with commission until this is done. Budget a. Proposed budget, and yearly budget sent out for Commissioner’s review. - Ms. Chebuske explained that due to COVID 19 some of her budgets were exceeded so she has requested additional funds from the mayor to cover those expenses. Ms. Ricci-Blair made a motion to adjourn the meeting. Mr. Goyne seconded the motion. The motion was carried unanimously by a roll call vote of 4-0. The meeting adjourned at 7:45PM.
