Meeting Minutes
September 27, 2022
The meeting started at 6:00PM.
Chuck Raymond (Chair), Richard Gullick, Mike Cichy, Stephanie Quinlan present. Also present,
Nicholas Kremp, Conservation Agent.
Public Hearings:
Pursuant to MGL CH 131 § 40, Massachusetts Wetlands Protection Act, the Leominster
Conservation Commission will hold a Public Hearing on a Notice of Intent regarding the
construction of drainage swales and berms. Address 1525 Central St, Map and Parcels 499-
15, 499-18, 499-40, 499-42A. DEP File# not yet assigned.
The site is under an EPA consent order to upgrade some of their stormwater designs to current
standards which is what precipitated this NOI. The site is 26 acres and it is a junk yard for
vehicles. Contour is relatively flat overall. A couple of outfalls are present. Improvements
proposed are to extend the high wall berms on the property to cover areas where the berms are
lower and water is discharging off of the site. Wetland resources have been delineated off-site
and adjacent to the lot. The amount of on site chemical storage was discussed and how it is
handled in a safe manner. The Conservation Commission gave an overview of the site walk they
had on the property and their findings.
The public hearing was opened for public comment. No one spoke. The public hearing was
closed at 7:22PM.
Mr. Kremp recommended that the Conservation Commission grant the NOI with the boilerplate
conditions and special conditions. Mr. Gullick made the motion. Mr. Cichy seconded the motion.
The motion was carried unanimously by a vote of 4-0.
1. New Business
a. Newly vacant Commission seat
i. Mr. Goyne has resigned from the Commission and a new vacant
position is open on the Commission. Mr. Kremp will let the Mayor know
so that the search for a new member can begin.
b. Orchard Hill Park walk ahead of ANRAD (Map/parcel 369-1-4)
. A site walk will be conducted at Orchard Hill Park before the ANRAD is
submitted. Commissioners are invited to attend.
2. Old Business - Autumn foliage walk at Barrett Park this Thursday, more walks to come
The Conservation Agent will be assisting in hosting an Autumn Foliage walk at
Barrett Park with the Recreation Commission and Trail Stewards on Thursday.
More walks will come.
MACC conference in Devens on Oct. 15
ii. Four commissioners and the Conservation Agent will be attending.

5. Communications -
a. NOI to be filed for work at 445 North St
Work is being conducted at 445 North Street. The owner reached out to Mr.
Kremp to discuss the scope of the work and determine whether or not an NOI
should be filed. Mr. Kremp informed the owner that an NOI should be filed due to
the scope of the work. The paperwork will be submitted soon to comply with the
NOI requirements.

9. Budget - Updated budget report was given to the Conservation Commission for review.
