Opening ceremonies: Planning Commission Chairman, Alan Paystrup, called the meeting to order at 7:02 PM. A Quorum was present. Those in attendance: Planning Commission Chairman: Alan Paystrup Commissioners: Chris Chipping and Barbara Anderson arrived a few minutes late. Planning Commission Secretary: Heather Poulsen Also in Attendance: Town Council Member and alternate Taryn Brooks and Mayor Bruce Rowley Prayer was given by Commissioner Chris Chipping Pledge of Allegiance was led by Chairman Alan Paystrup 2. Action items: - Approval of minutes from previous meetings: Chris Chipping made the motion, seconded by Chairman Alan Paystrup, to approve the minutes for the Regular Planning Commission Meeting held on February 2, 2022. All commissioners present were in favor. 3. Reports -Office issued permits Alan Paystrup reported that a permit was issued from the office for Jeffrey Shepherds kitchen remodel. 4. Discussion Items a) Accessory Dwelling Units Secretary Heather Poulsen explained that the Town Council had some reservations about the ADU ordinance that was passed last fall. There was no size limit on exterior accessory dwelling units in the ordinance. Some council members felt like they should not be allowed at all and others felt that it should at least have a size limit. Right now they feel we have created a loop hole for people to build 2 full sized homes on .5 of an acre. The Commissioners decided that a 750 square foot size limit should be added to the ordinance. They asked Heather to add that and to post for a public hearing on it for March 2, 2022 before the next regularly scheduled Planning Commission meeting. b) Subdivision Ordinance The Planning Commissioners continued to edit Ordinance 15 on subdivisions. They approved the definition of Engineer that they had her add. They chose to leave15.04.040- A as it was written. They asked Heather to find out if tracing linen with water -proof, black, permanent ink was something surveyors still used. They accepted 66ft as the road width and added a sentence to the sidewalks that they would only be necessary if the Planning Commission deemed them necessary. They decided that Protection Strips would not be allowed and deemed that flag lots will not be allowed. They took out section 15.04.170 on parks and 15.04.180-c that had to do with public land as well. They ended at 15.06 Subdivision Approval Steps. 5. Adjourn Commissioner Chris Chipping made the motion, seconded by Commissioner Barbara Anderson to adjourn. All were in favor.
