Opening ceremonies: Planning Commission Chairman, Alan Paystrup, called the meeting to order at 7:02 PM. A Quorum was present. Those in attendance: Planning Commission Chairman: Alan Paystrup Commissioner: Barbara Anderson. Alternate Commissioner: Taryn Brooks Planning Commission Secretary: Susan Kendall Also in Attendance: Mayor Bruce Rowley Prayer was given by Planning Commissioner: Barbara Anderson Pledge of Allegiance was led by Planning Commissioner: Alan Paystrup 2. Action items: -Minutes were read for approval for April 6, 2022 Public Hearing and for April 6, 2022 Planning Commission Meeting. Barbara Anderson made a motion to approve with one change and Taryn 2nd the motion. Minutes for both meetings were approved. -Change large sign permit and inspection fee to $100 to cover the higher inspection fee. It was determined that no action was needed by the Planning Commission, that the town council would be responsible to take care of this matter 3. Reports -Bruce and Monique Rowley had their building permit approved and have started their new home. -Michael Lloyd had his siding permit approved. -Six Counties Summit is next Tuesday, May 10th. Those attending are Bruce Rowley, Ray Evans, and Taryn Brooks from the City Council. Alan Paystrup, and Barbara Anderson from the Planning Commission. Heather Poulsen, Jessica Shepherd, and Sue Kendall from the Office Staff. Women will car pool together, men will carpool together. We are supposed to have questions for the lawyers. 4. Discussion Items Todd Carson was planning to be in attendance to review their plans for their 300 West 150 North property. He did not show up for the meeting. We discussed that in order to build on that piece of property they would have to have the land and street surveyed. They would have to pave the road from 100 South to the north end of their property. The Commission discussed the need to update our sign ordinance to be prepared for future signs. It was first voiced that we don’t need digital signage in our rural community. Then it was determined that since the gas station already has digital signs, we need to maybe specify that signs must be static with no moving elements. And maybe limit the brightness after a certain hour in the evenings. There was a discussion about the bright LED lights that the gas station just put in around and under their new canopy covering the pumps. Barbara Anderson mentioned that the bright lights and cameras in the pump area have actually helped the police in catching people and provides safety for customers. It was determined that the next step would be to have the Planning Commission spend the next few weeks until the next meeting looking through the sign ordinance and the email. Then be prepared with ideas for changes at the next Planning Commission Meeting. Sue will get a printed copy of the ordinance and the email to Barbara tomorrow. -Chris Chipping Update - Chris and his wife are moving. And he is most likely done with his responsibilities now. It was decided that Christine Carrigan would be a great Planning Commissioner. Bruce Rowley ask Sue Kendall to please put an agenda item on the City Council Meeting agenda about Christine Carrigan. Alan Paystrup mentioned (for Sue’s benefit) that Christine Carrigan’s mother cannot get her Occupancy Permit for her new home until the hammer head is finished, and the storage container is moved either to the side of the lot or the rear of the lot. 5. Adjourn Alternate Commissioner Taryn Brooks made the motion, seconded by Commissioner Barbara Anderson to adjourn. All were in favor.
