1. Action Items:
Election Canvass - Clerk/Election Officer Christine Carrigan presented to the council the official
election report and explained that Utah code states that the mayor and the municipal legislative body are the
board of municipal canvassers for the municipality. The board of canvassers shall review the summary reports
prepared by the election officer and certify the results. Mayor Rowley read the report and asked the board for
a motion to certify the results. Motion to certify the results made by Ray Evans. Nathan Washer seconded the
motion.
Roll call vote was held. All were in favor. Election results were certified.
New Home Permit – N. Mangelson – Council Members reviewed the permit application. Motion
to approve the permit made by Rachel Goates. Seconded by Nathan Washer. All in favor. Permit
approved.
Christmas Decoration Contest – Council Members agreed to hold a Christmas Decoration Contest
like last year. Prize levels being the same. $200, $100, and $50 in utilities credit. No motion was made due
to the contest remaining the same.

2. Mayor/Councilmember/Department/Committee Reports:
Council Assignments - Mayor Rowley explained some of the responsibilities for the upcoming
Council Member assignments. He asked the Council Members to let him know if they preferred any
of the assignments.
Appreciation For Nathan Washer and Nick Mangelson – Mayor Rowley presented a plaque to
Nick Mangelson and Nathan Washer with the appreciation of the Town for their service on the Town
Council.

Approval of Claims (11-1-2023 to 11-30-2023)
Approval of Payroll Comparison Report (10-1-2023 to 11-30-2023)
Approval of Final Cash Receipts Report (10-1-2023 to 10-31-2023)
Motion: Ray Evans
2nd: Nathan Washer
All were in favor. Motion was Approved.
4. Public Comment: None
5. Convene into Executive Session: None
6. Adjournment of regular meeting:
Motion was made to adjourn the meeting.

6. Public Comments: Each speaker may be provided up to two minutes to speak. In addition to topics on the agenda,
the council may allow public comment on other topics.

proceedings, deliberations, procurement process.
