Minutes Levan Town Council Regular Meeting February 8, 2024 7pm Opening Ceremonies: Welcome: Mayor Bruce Rowley Invocation: Ray Evans Pledge of Allegiance: Bruce Rowley Meeting Began at 7:00 pm In Attendance: Mayor Bruce Rowley Councilmembers: Rachel Goates, Ray Evans, Chris Chipping, Bre Aagard Meeting Recorders: Christine Carrigan, Chantal Rowley Also present: Rebecca Dopp (Times-News), Brett Rich, (Attorney), Alan Paystrup, Julie Paystrup, Scott McKay, Carol Bennett Local Building Authority: No items Regular Town Council Agenda: Discussion items: a. Presentation from Juab/Millard Children’s Justice Center- Scott Mckay spoke before the Council about the Children's Justice Center. He discussed the number of cases and plans for future improved facilities. The current building they are in is small and they are looking for donations to fund a new building. b. Appreciation for Alan Paystrup’s 9 years of Service – The Mayor and Council members recognized Alan Paystrup’s many years of service to the Town of Levan as Planning Commissioner Secretary and Chairman. Mayor Rowley presented Alan with a plaque and all wish him and his wife Julie well on their move to Missouri. Action Items: a. Approve Jones & Demille Competitive Sealed Proposal for Levan Town Park Improvements – Motion to approve the Sealed Proposal for the Levan Town Park Improvements (pickleball courts) was made by Ray Evans. Second given by Chris Chipping. All were in favor. Proposal is approved. 1  b. Donation for Juab/Millard Children’s Justice Center – Mayor Rowley and the Council Members agreed that this is a worthy cause. Currently, the budget does not have the funds set aside for a donation to the Center. Council Members agreed to look at adding a donation line to the next budget work session. No action taken at this time. Mayor/Councilmember/Department/Committee Reports: A new flag will be installed at the cemetery. There are two positions in the Planning Commission that will need to be filled. McKayden Jasperson has been hired as a part-time laborer for the Town. Council Business: Approval of Minutes for the: January 11th, 2024, Regular Meeting Motion to approve the minutes made by Ray Evans Motion seconded by Rachel Goates. All in favor. Minutes approved. Approval of Claims (1-1-2024 to 1-31-2024) Approval of Payroll Comparison Report (12-1-2023 to 1-31-2024) Approval of Final Cash Receipts Report (12-1-2023 to 12-31-2023) Motion: Rachel Goates 2nd: Ray Evans All were in favor. All financial reports were approved. Public Comment: None Convene into Executive Session: The Mayor and council members moved into a closed session to discuss pending litigation. Motion to move into closed session made by Ray Evans, seconded by Rachel Goates. All were in favor. The meeting moved into closed session at 7:33 pm.
