Levan Town Council Regular Meeting April 11th, 2024 Meeting minutes Opening Ceremonies Welcome: Mayor Bruce Rowley Invocation: Bruce Rowley Pledge of Allegiance: Ray Evans In Attendance: Council Members: Bre Aagard, Chris Chipping, Rachel Goates, Ray Evans Meeting Recorders: Chantal Rowley and Christine Carrigan Also Present: Rebecca Dopp (Times-News), Carol Bennett, Holly Hall, Trevor Hall, Casen Hall, Barrett Brooks, Amelia Brooks, Phaedra Slade, JaLeigh and Andrea Burton Meeting started at 7:00 pm Local Building Authority The meeting opened with no agenda items for the Local Building Authority. Regular Town Council Agenda Discussion Items: Youth Council Report The Youth Council provided a report on their activities, which included a trip to the state legislature. The Youth Council Members individually stated their names for the record and shared their thoughts about the experience. Discussion followed with members of the Town Council about the activities of the legislature and the bills passed on the day the Youth Council visited. The conversation then transitioned to the coordination of the July 24th celebration with contributions from the Youth Council highlighted. July 24th Celebration – Activities Meeting to Coordinate Planning The Council discussed the need for a meeting to coordinate planning for the anticipated July 24th celebration. Several activities were suggested, such as a parade led by the Youth Council and flag raising. The city council intends to prepare food for the event, and the Council expressed the intention to have t-shirts made in town. The discussion also covered changes in the timing of the event to accommodate various activities and the need for volunteers to ensure the day runs smoothly. Levan Rodeo – Previous Organizers Unavailable The Council noted that previous organizers of the Levan Rodeo may not be available and are exploring options to continue the event. Council Members said there could be a potential source for animal stock but there needs to be clarification on who will run the rodeo. It was also mentioned that the rodeo doesn’t necessarily have to be on the 24th but can occur at a different time. Action Items: No Action Items. Mayor/Councilmember/Department/Committee Reports Office Issued Permits Report: Fence – C. Wilcox A fence permit was issued to Cortland Wilcox to replace an existing fence. Other Reports: Playground Structure repair/replacement status The Council discussed the vandalism at the playground structure, the ongoing process of obtaining replacement parts versus complete replacement, and the associated costs. The office is in communication with several playground companies to get price estimates for repairs or replacement. A request was made for surveillance to prevent future incidents. Bids for Cement Pads for Park Benches, Roof Repair on Small Pavilion and Dog Kennel The council discussed the need to solicit bids from local contractors for multiple small projects around town: The Council expressed the urgency in completing these projects to prevent further deterioration. Council Business Approval of Minutes for March 14th, 2024, Regular Meeting and Work Session Ray Evans made the motion to approve the minutes for the work session and also the Town council meeting on March 14th. Second by Chris Chipping. The vote passed with a universal affirmative and an amendment to correct the date for the work session to March instead of April. Approval of Claims (3-1-2024 to 3-31-2024) Motion to approve the claims of 3-1-2024 to 3-31-2024, the payroll comparison report 2-1- 2024 to 3-31-2024, and 2024. And the final cash receipts report 2-1-2024 to 2-29-2024 by Rachel Goates. Second by Chris Chipping The vote passed unanimously. Public Comments The meeting paused to allow for public comments; however, there were no comments brought forth by the audience. Convene into Executive Session The agenda initially included a provision to convene into executive session, if necessary, but it was stated that there was no need for such a session during this particular meeting. Adjourn Motion to adjourn by Rachel Goates. Second by Ray Evans. The motion carried unanimously, and the meeting was adjourned at 7:34pm Christine Carrigan, Clerk

Public Comments: Each speaker may be provided up to two minutes to speak. In addition to topics on the agenda, the council may allow public comment on other topics. 7. Convene into Executive Session - a. Discussion of the character and competence of an individual, collective bargaining, litigation, real property, water shares, security systems, investigative proceedings, deliberations, procurement process. 8.
