Town Council Meeting Minutes April 10, 2025, 7pm Opening Ceremonies: Welcome: Rachel Goates Invocation: Belle Brough Pledge of Allegiance: Chris Chipping Meeting Began at 7:02 pm In Attendance: Councilmembers: Rachel Goates, Ray Evans, Chris Chipping, Bre Aagard Meeting Recorders: Christine Carrigan, Chantal Rowley Also present: Rebecca Dopp (Times-News), Andrew Robinson, Ron Harper, Cason Messersmith Absent: Mayor Bruce Rowley 1. Opening Ceremonies Welcome Councilwoman Rachel Goats welcomed everyone to the Levan Town Council Meeting on Thursday, April 10, 2025. She mentioned that she would be conducting the meeting in the absence of the mayor until Ray Evans, the mayor pro tem, arrived. She excused the absence of Mayor Rowley. Local Building Authority Agenda - None 2. Discussion Items/Action Items DUP Cabin Repair Chris presented information on the proposed expenses for improving the DUP (Daughters of Utah Pioneers) cabin. He mentioned that the major expense would be repairing the outer wall at the southeast corner, requiring the replacement of about 5 logs. Other improvements included addressing the chinking, cleaning out bat nests, removing old carpet, possibly painting the floor, replacing broken glass with new windowpanes, and adjusting doors for ease of opening. Chris also discussed the need for power to the cabin, the possibility of writing and storing a written history of the town, and potential security measures. He mentioned that Burgess Owens had suggested possible funding or grant assistance, which needed follow-up. Andrew Robinson and Ron Harper provided additional information about the cabin project. They expressed a desire to create a rock border around the building to prevent water damage from sprinklers. They emphasized the importance of preserving the artifacts in the cabin and making it a point of interest for the town. The council discussed the need for a priority list of tasks and associated costs. They also talked about the possibility of rebranding the cabin as the "Levan Town Museum curated by the DUP" but noted that this would require further discussion due to potential liability and ongoing maintenance concerns. The council agreed to focus on getting the cabin ready for July 4th and to discuss the broader issues of town ownership and management after that date. CDBG Update – Pickleball Court Christine reported that the state had officially approved the initial process for the grant for the pickleball court. She mentioned that Shane Morrison would be helping with the second phase of the project and that someone would need to attend an all-day meeting in Salt Lake City on April 24th to learn about the next steps in the process. Christine explained that they couldn't start the bidding process until after this meeting and that a second public hearing would be required in May. She also noted that while they had a proposal from Jones and DeMille for the cost (approximately $150,000), they would need to go out for actual bids to get the work done. New Home Permit – C. Van Ausdal The council reviewed the new home permit for Ben Van Ausdal. The property is located on Rose Blue's extra lot on the edge of town, just across from Sandy Brooks' orchard. The council examined the site plan, which included setbacks and septic tank placement. Chris Chipping made a motion to accept the new home permit for Mr. Van Ausdal. Belle Brough seconded the motion. The motion carried unanimously. New Home Permit – C. Messersmith The council reviewed the new home permit for Kason Messersmith. The property is located next to the Walker property, with Nick Childs building a house nearby as well. It was noted that Cason had applied for his septic permit but hadn't received it yet. Belle Brough made a motion to accept the new home permit for Mr. Messersmith on the condition that the septic permit is provided. Rachel Goates seconded the motion. The motion carried unanimously. 3. Mayor/Councilmember/Department/Committee Reports Mayor/Council Member Reports Rachel Goats expressed concern about the Youth Council, noting that the new year for the council starts in May, typically with a swearing-in ceremony. The council discussed the need to find someone willing to commit time to lead the Youth Council and to better define its purpose. Office Issued Permits Report None Planning Commission Report No discussion was recorded for this item. Committee Reports Christine provided an update on the upcoming Easter egg hunt. The council discussed logistics for the event, including setting up areas for different age groups and finding someone to dress as the Easter bunny. Other Reports The council briefly discussed recent road maintenance work, including crack-filling and potential chip sealing. 4. Council Business Approval of Minutes for March 13th, 2025, Regular Meeting Belle Brough moved to approve the minutes for the meeting on March 13, 2025. Rachel Goates seconded the motion. The motion carried unanimously. Approval of Claims (3-1-2025 to 3-31-2025) Rachel Goates made a motion to approve the claims from 3-1-2025 to 3-31-2025. Belle Brough seconded the motion. The motion carried unanimously. Approval of Payroll Comparison Report (2-1-2025 to 3-31-2025) Rachel Goates made a motion to approve the payroll comparison report from 2-1-2025 to 3-31-2025. Belle Brough seconded the motion. The motion carried unanimously. Approval of Final Cash Receipts Report (2-1-2025 to 2-28-2025) Rachel Goates made a motion to approve the final cash receipts report from 2-1-2025 to 2-28-2025. Belle Brough seconded the motion. The motion carried unanimously. Review Tentative Cash Receipts Report (3-1-2025 to 3-31-2025) The council reviewed the tentative cash receipts report. No formal action was taken. Review Budget Report (7-1-2024 to 3-31-2025) The council reviewed the budget report. No formal action was taken. 5. Public Comments No public comments were recorded during this meeting. 6. Convene into Executive Session No discussion was recorded for this item. 7. Adjourn Belle Brough moved to adjourn the meeting. Chris Chipping seconded the motion. The motion carried unanimously. Before adjourning, a council member suggested sending flowers to Carol, who was absent due to her father's passing. The council agreed this would be a nice gesture. Meeting adjourned at 7:54 PM.
