RECORD OF PROCEEDINGS; MINUTES OF THE VILLAGE OF LEWISBURG, OHIO, REGULAR COUNCIL MEETING AT 7:00 P.M., FEBRUARY 15, 2024, AT THE LEWISBURG COMMUNITY CENTER. The regular meeting of the Village of Lewisburg, Ohio Council was called to order at 7:00 P.M. by Mayor Dennis Roberts. ROLL CALL: Eliza Wagoner, Clerk of Council. PRESENT: Mayor Dennis Roberts, Council Members Marla Colville-Brown, Barb Foster, Mary Nelson, Lori Pheanis, and Jackie Sewert. Ted Thies was absent. Also present were Municipal Manager Jeff Sewert, Police Chief Rick McGee, Fire & EMS Chief B.J. Sewert, Law Director Steve Hobbs, and Fiscal Officer Susan Laux. Motion to approve the minutes of the February 1, 2024, regular Village Council Meeting. First by Barb Foster. Second by Lori Pheanis. Roll Call Vote: 6 Yes 0 No. Motion approved. CITIZENS: Allen Aspacher, Vice President, and Michael Opritza, Project Manager, from Fishbeck Engineering, gave a presentation on the South Wastewater Treatment Plant Improvements Project. MAYOR: None. LEGAL: 1ST READING (Read by Mary Nelson): ANNUAL APPROPRIATION ORDINANCE FOR THE VILLAGE OF LEWISBURG, PREBLE COUNTY, OHIO. Motion to waive the three-reading rule. First by Lori Pheanis. Second by Marla Collville-Brown. Roll Call Vote: 6 Yes 0 No. Motion approved. Motion to adopt Ordinance No. 2024-04: ANNUAL APPROPRIATION ORDINANCE FOR THE VILLAGE OF LEWISBURG, PREBLE COUNTY, OHIO. First by Lori Pheanis. Second by Jackie Sewert. Roll Call Vote: 6 Yes 0 No. Motion approved. 1ST READING (Read by Mary Nelson): LEWISBURG, OHIO, RESOLUTION ACCEPTING THE 2023 ENTERPRISE ZONE ANNUAL REPORT. Motion to waive the three-reading rule. MUNICIPAL MANAGER: Manager Sewert gave an update on a request received to consider the outside lighting at the community center, county grant opportunities, and the blue tank at the water plant needing replaced. Chief McGee announced that the SRO’s last day will be March 1st. SAFETY: Chief Sewert stated they will be getting a new billing company next year. POLICE: Chief McGee gave an update on the new cruiser and new computer system. LIBRARY: Barb Foster reported on upcoming events and stated the Library Board approved a pay increase for all employees.
