November 6, 2024, Council Meeting
Jonestown Borough Council held meeting on the above date, beginning at 6:30 p.m., President Tom Keefer
presiding. Council members attended: Rick Kline, Justin Shuey, Donnette Quairoli & Jay Young. Also
attending: Mayor Joe Quairoli, Attorney Nichole Eisenhart, Engineer; Stacy Longnecker and
Secretary/Treasurer; Mariah Mauser
APPROVAL - MINUTES/TREASURER’S REPORT - A motion made by Justin Shuey, seconded by
Donnette Quairoli, to approve October 1, 2024, Council Meeting Minutes. Motion carried.
A motion made by Rick Kline , seconded by Donnette Quairoli, to approve Treasurer’s Report, as
presented to council, month ending October 31, 2024. Motion carried.
SPECIAL GUESTS – Audrey Shutter with Friends of Jonestown
PUBLIC COMMENT – No Report.
MAINTENANCE – Jay presented that borough maintenance crew got all the snowflakes hung up in town. In
addition, one of the borough garage doors broke and Cornwall Door was in to fix it. We will be getting a bill
shortly.
BOROUGH ENGINEERING REPRESENTATIVE – Stacy Longnecker
TASA Grant – The LHAI team is working on the final designs of the curb ramps and will be meeting with
PennDOT officials to review the construction plans.
DCNR Grant – Park – Construction is complete. Application for payment no. 3- Final should be paid upon
completion of the finished grading and re-seeding. John Poff has reached out to Columbia Excavating, the site
contractor, to perform touch up grading and re-seeding along the exterior of the perimeter timbers.
Curb Permit- 201 W. Chestnut Street
LHAI personnel have Reviewed and approved a curb cut permit for 201 W Chestnut St.
MAYOR – Joe Quairoli – Cleona PD requested a shared Parking ticket with other municipalities. A motion
made by Tom Keefer, seconded by Rick Kline, to approve Cleona Borough PD to purchase combined
parking tickets to not exceed $592.35 paid from the General Fund. Motion carried.
SOLICITOR –Nichole Eisenhart with Barley Snyder Attorneys at Law – A motion made by Rick Kline,
seconded by Justin Shuey, to approve Resolution 2024-08 to keep Tax Milage @1.8. Motion carried.
SECRETARY – Mariah Mauser. – No Report.
INFRASTRUCTURE IMPROVEMENTS – No Report.
GRANTS –Jeff Schott, Madisyn Breiner &Justin Shuey – Tom Keefer discussed the section 902 recycling grant
that we got rewarded to purchase the leaf vac.
PARK & RECREATION – Madisyn Breiner & Jay Young – A motion made by Rick Kline, seconded by
Donnette Quairoli , to approve final payment for Lyons Recreation for the playground relocation project
not to exceed $7520.23 from the Park & Rec Fund. Motion carried.

COST REDUCTION AND FINANCES – Rick Kline, Donnette Quairoli & Tom Keefer – – A motion made
by Rick Kline, seconded by Justin Shuey , to approve the second reading of the 2025 Budget. Motion
carried.
ORDINANCE COMMITTEE – Jeff Schott & Mayor Quairoli – A motion made by Rick Kline, seconded
by Donnette Quairoli, to approve Rental Ordinance 2024-02. Motion carried.
A motion made by Donnette Quairoli, seconded by Rick Kline , to approve resolution 2024-07 for Rental
Ordinance fees. Motion carried.
CODES & CODE ENFORCEMENT – Mayor Quairoli, Tom Keefer & Jay Young – Mariah opened discussion
on 112 Twin creeks drive regarding the property at 112 Twin creeks drive. Property Owner still is not complying
after numerous attempts & Conversations with DCCS. A motion made by Donnette Quairoli, seconded by
Justin Shuey, to approve Colleen Gallo to file further action on the property at 112 Twin Creeks Drive.
Motion carried.
NEW BUSINESS –
A motion made by Rick Kline, seconded by Donnette Quairoli, to approve Participating in the HLRA tree
recycling Program. Motion carried.
Borough council has decided to discuss 2025 Matthews public library donation at January Council meeting.
A motion made by Tom Keefer, Second by Jay Young to Appoint Oriana Spittler to Zoning hearing
Board. Motion carried.
A motion made by Tom Keefer, Second by Jay Young to Appoint Ryan Longenecker as alternate for
zoning hearing board. Motion carried.
