I have been building an Action Plan to share with Council on departmental issues, projects, and
initiatives (attached). This is a working document. It is my intent that following our Planning
Session on July 23rd I will do several things as this becomes a strategic plan:
- Update the items based upon City Council feedback and consensus.
- Prioritize items based upon City Council feedback and consensus.
- Develop next steps.
- Develop timeframes.
- Create budgets and funding options if applicable.
The thought is to have this strategic plan for the City Council as you commence your budget
review and deliberations.

Presentation of Boards and Committee Structure for Public Works Committee, General Government
and Finance Committee.

The City Administrator is proposing to the City Council the potential creation of an expanded
committee structure to its governing process.
The City currently utilizes boards and commissions to address planning and zoning, parks and
recreation, economic development, and downtown revitalization. These boards and
commissions serve an integral role and function in our governing process and structure. Given
the complexity and volume of issues confronting the City Council, the City Administrator is
recommending the addition of two committees: The General Government and Finance
Committee, and the Public Works Committee. There would be five members on each.
The benefits of these committees will be:
- Greater vetting of issues and questions before coming to the City Council.
- Identifies a body and place for issues to go as directed by the City Council.
- Serves as a first step for staff to bring items forward for discussion and
recommendation to the City Council.
- Enhances greater financial stewardship by having financial matters reviewed and
recommended to the City Council for approval.
- Affords greater public transparency of our governing process.
If the Council is supportive, there are some details to consider:
1. Does the City Council want to have any elected representative(s) on the boards and
commissions?
2. Will the citizen members be from within the City Limits, ETJ, member of the Utility
service area?

General Government and Finance Committee
Committee Purpose
The purpose of the General Government and Finance Committee is to review and analyze
the general government and finance activities of the City of Liberty Hill for the City Council, to
include but not limited to the following areas:
- Finance administration to include fiscal matters, debt and treasury management and the
City Budget and Capital Improvement Plan (CIP)
- Accounting, to include financial reporting
- Purchasing
- Law Enforcement and overseeing outsourced services related to provisions of public
safety services (ESD)
- Municipal Court
- Facilities maintenance, including construction and renovation of City facilities
- Vehicle services
- Information technology
- Records Management
- Human Resources
- Compensation and benefits
- City insurances
- Other related items as recommended by the City Administrator

Public Works Committee
Committee Purpose
The purpose of the Public Works Committee is to work in cooperation with the City Council to
review and analyze the Liberty Hill Water and Wastewater Utility and Transportation System
to include but not limited to the following areas:
- Water, wastewater, and transportation planning
- Water and Wastewater Utility Construction and Operations
- Water and Wastewater Finance and Accounting
- implementation of the Liberty Hill Water and Wastewater Masterplan
- Review matters of City infrastructure and maintenance of streets, curbs, sidewalks,
sanitary sewers, and water lines under City jurisdiction.
- Review the City flood mitigation program and maintenance of supporting
infrastructure (detention, retention) under City jurisdiction
- Review and utilize outsourced engineering, street, and utility maintenance services
- Work with TXDOT, Williamson County, and CAMPO on transportation planning and
funding
- Other related items as recommended by the City Administrator
