EXECUTIVE / BACKGROUND SUMMARY:
On July 23, 2022, the City Council spent a day on a planning and visioning retreat. From that work
the City Council created a Vision, Mission Statement, and Core Values.
Another exercise that was included in that day’s strategic planning session was conducting a SWOT
Analysis for the Liberty Hill Community, and one for the Liberty Hill Municipal Government.
This agenda item is to review the City Council’s SWOT Analysis for the municipal organization, and
the strategies that have been added to each category.

1. Employees and a Strong, Supportive, and Committed Staff
• Create a competitive pay plan and structure
