EXECUTIVE / BACKGROUND SUMMARY:
The Liberty Hill Downtown s a very valuable piece of the community fabric. While development is
occurring all around the community, we cannot lose sight of the importance of having a vibrant and
flourishing downtown. While a very basic downtown assessment was conducted in 2021 by the Texas
Downtown Association (TDA) and the Downtown Revitalization Committee (DRC) has developed
an Action Plan and Strategies, A strategic masterplan for the Downtown is warranted to delve deeper
into the following Scope of Services (SOS):
- Land use and Overlay Recommendations.
- Historic Preservation Design Recommendations
- Downtown Asset Inventory
- Opportunities for Infill
- Parking Analysis
- Infrastructure gap Analysis and Recommendations
- Complete street strategies
- Conceptual design for signage for Wayfinding
- Alleyway activation and Placemaking
- Strategies for Downtown Branding and Identity
- Review of Ordinances
- Market gap Analysis
- Desired Land Use and Intensity

- Funding strategies and CIP
The City sent out Request for Qualifications (RFQ’s) solicitations on February 19, 2023 to
approximately 551 vendors. The RFQ deadline was March 15, 2023. A total of eight (8) RFQ’s
were received. The review team consisting of three members of staff and one member from the
DRC independently reviewed and ranked the submittals. The top -rated firm was interviewed by
the review team on March 3, 2023.
It is the review team’s recommendation to move forward with the top rated firm for the
Downtown Masterplan and enter into a contract for professional services.
FISCAL NOTES/FINANCIAL BACKGROUND/FINANCIAL IMPACT:
The Liberty Hill Economic Development Corporation will be funding this study from their
2023/2024 budget.
