In attendance were Lonnie Wendling, Jodi McCumber, and Kellie Oliski. Quorum was established. Tambra Prince was absent from the meeting. REGULAR SESSION a) Discuss and consider approval of minutes of October 14, 2021, Downtown Beautification Committee meeting. Lonnie Wendling moved to approve the minutes of October 14, 2021, Downtown Beautification Committee meeting. Seconded by Jodi McCumber. Motion passed on vote of 3 ayes, O nays, and O abstentions. b) Consideration and possible action to appoint a Director. Lacie Hale, City Administrator stated that the city has not received any applications for the Director appointment. Staff’s recommendation is to postpone this item until January and during that time will post information on the City’s social media page. The Committee had further discussion and stated they have people in mind to recruit. Would like it to be someone who has been in the community for a long period of time. Lonnie Wendling moved to postpone the appointment of Director until the next meeting. Seconded by Jodi McCumber. Motion passed on vote of 3 ayes, O nays, and O abstentions. c) Update on Audio Tour of Downtown Buildings. Katie Amsler, Communications Director, recommended an idea of The Independent designing a map and selling advertisements to businesses on the map to pay for the cost of designing the map. Stated she will pursue this further for more information. Ms. Amsler stated she also 8 recommends forming a historical committee. She stated that Gary Spivey, a local historian, has audio files of people who have been around a long time talking about the history of downtown. Jodi McCumber stated she liked the downtown passport option and having a map on the inside with the QR codes included to tell the history for each business. Kellie Oliski stated her sister is a graphic designer and can offer her services and will ask her to mockup something as a visual for the committee. The committee further discussed allowing businesses outside of the downtown area an opportunity to place an ad on the map. d) Update on historic photo contest. Ms. Amsler stated that the ad will be going on the back of the Liberty Hill Digest. There have been no historic photo submissions, but it may take a while to gather photos to give people time to search. e) Consideration and possible action on the mission statement for the Downtown Beautification Committee. The committee discussed the name of the Downtown Beautification Committee. Lonnie Wendling stated the name does not say what they are trying to do for downtown. The name of the committee reads that the committee just wants downtown to be pretty. Ms. McCumber stated that she would like to push the downtown business aspect. Mr. Wendling suggested to change the name of the committee to Downtown Revitalization Committee and the other committee members agreed. Ms. Hale stated that the committee can send a recommendation to Council for the January 5th meeting. Lonnie Wendling moved to approve changing the name of the committee to Downtown Revitalization Committee and send the recommendation to City Council. Seconded by Kellie Oliski. Motion passed on vote of 3 ayes, O nays, and O abstentions. The Committee discussed changing the wording of the mission statement and decided to postpone the recommendation to City Council so that the committee can go through the mission statement thoroughly with changes. Mr. Wendling recommended the committee individually make word edits and send to Ms. Hale where she will put it together for the next meeting. Lonnie Wendling moved to rescind the recommendation of the name change to City Council and table until the next meeting when the wording of the mission statement is finalized. Seconded by Kellie Oliski. Motion passed on vote of 3 ayes, O nays, and O abstentions. f) Discussion and possible action on priorities for the Downtown Beautification Committee. The Committee had a discussion regarding priorities, ideas, and vision for downtown. The top priorities for downtown are popup events, budget and grant opportunities, signage, sidewalks, and lighting. 9 Mr. Wendling stated he would like to see sidewalks from Viridian Rowe to Mainstreet Social and Farm to Fork to Agape BBQ. Ms. McCumber stated she would like street lighting in the same area of the sidewalks. The committee discussed parking and using other businesses parking lots on the weekends and discussed signage on both sides of Texas 332 Loop, Highway 1869 and Highway 29, and FM 1174 and Highway 1869. The committee discussed requesting the Liberty Hill Foundation Board to consider relocating some of their sculptures to the downtown area. The committee discussed pop events and the vacant buildings to hold the events with cottage food. Mr. Wendling brought up the idea of the city having an app in the future for visitors to download and see businesses and activities. Ms. Oliski asked if there was anything in the works for a Bed and Breakfast and Ms. Hale stated no. Mr. Wendling stated the two biggest things missing in Liberty Hill are things to do and places to sleep. DIRECTOR’S COMMENTS No director’s comments were given. Next meeting will take place on January 18, 2022. ADJOURNMENT On motion by Lonnie Wendling and seconded by Kellie Oliski, The Downtown Beautification Committee was adjourned at 6:42pm.
