a) Discussion, consideration and possible action regarding the Downtown Revitalization
Committee Meeting Minutes from May 23, 2023. (E. Simpson)
On motion by Daniel Scott and seconded by Lonnie Wendling to approve
the May 23, 2023 Regular Called Parks Board meeting minutes.
Motion passed on vote of 3 ayes, 0 nays, and 0 abstentions.
b) Discussion, consideration, and possible action on Downtown Wayfinding Signage. (D.
Scott)
Daniel Scott presented this item as follow up from the last meeting. After circulating
amongst the boards, the big item that was picked up on was incorporating a local artist into
the signage seemed to be a big anchoring mechanism. Daniel asked for a list of local artists
that the committee could reach out to. Katie Amsler responded that she had a list she could
share with the committee. Danyel Cake commented that her favorites were Bastrop and
Brenham. Daniel Scott asked if there had been a decided color scheme, font or any design
standards for signage. Jerry Millard, Planning Director, responded “No”. Jerry further
clarified that there are no sign guidelines specifically for the downtown area and that is
something the committee can decide what we wish to do. Jerry suggested that the committee
come up with something that is very particular to the downtown area. Kristan LeBaron
commented that she liked the way Brenham had done its parking sign, she liked the font, size
and style. Danyel Cake mentioned her store's neighbor has a stone wall and she posed the

question as to whether we could approach the building owner and ask if they'd consider
painting a mural on that wall. There was discussion as to whether the city would pay for
the installation of the mural, to which City Administrator, Paul Brandenburg, said could
be brought before City Council. Jerry Millard suggested the possibility of doing a contest
for LHISD students to submit designs, with the winning design being chosen as the
mural that would be installed. This would get community engagement and buy-in.
On motion by Daniel Scott and seconded by Danyel Cake to put together a
request for procuring a wayfinding signage consulting service.
Motion passed on vote of 5 ayes, 0 nays, and 0 abstentions
c) Discussion, consideration and possible action related to forwarding a recommendation to
City Council related to applicants to fill vacancy on the Commission. (E. Simpson)
The City Council has requested that the Downtown Revitalization Committee forward
recommendations regarding applicants for the vacancy in Seat #1. Applicants are Sheila
Nardelli, Sunday Taylor, Nathan Curley and Sanjuana Saenz.
On motion by Daniel Scott and seconded by Lonnie Wendling to forward
favorable recommendation to City Council for Downtown Revitalization
Committee Applicants, Nathan Curley and Sheila Nardelli.
Motion passed on vote of 5 ayes, 0 nays, and 0 abstentions
d) Discussion, consideration, and possible action to nominate two Downtown Revitalization
Committee members to attend the Texas Downtown Conference on October 24-27, 2023.

Paul Brandenburg, City Administrator, presented item that money is in the budget to send 2
committee members to the Texas Downtown Conference and asked the committee who
would like to go. Danyel Cake said she would nominate Kristan LeBaron because she has
spearheaded this and Daniel Scott because he is our chair. Daniel responded that he would
like to go but is not available on those dates. Kristan asked if the committee could share a
registration and said she will check to see if that is an option. Lonnie asked if sending
someone from city staff would be an option. This item will be brought to the next meeting
for possible selection.

e) Update on the potential relocation of Downtown Powerlines by PEC. (P. Brandenburg)
Paul Brandenburg, City Administrator, commented that once City Council approved using
the money from the ARPA funds for downtown, Paul contacted Pedernales Electric
Company and they provided some options for relocation of the power lines. Possible
options were to relocate the lines behind the buildings, a diagonal location or bury the lines.
The burying of lines would be more expensive. Relocating the lines behind the buildings is
estimated to be $230,000. This matter would still need to go through Downtown
Revitalization Committee and City Council for approval.
No action was taken.
f) Update and report regarding information shared at the Cross Committee Communications
meeting(s). (D. Scott)
Daniel Scott updated that the Cross Committee met on June 15th and it was just himself and
Chad Cormack to discuss some of the updates from both of our Committees. Daniel
commented that the Planning & Zoning Commission is working on the following:
• Meeting continually on the Comp Plan
• Wrapping up on the updates for the Sexually Oriented Businesses
• Appointed 1 new member with some small City experience
• Had a Joint Meeting with City Council for going over its bylaws
• Working on final approval for authority on plants
• Reviewing development permits
• Looking at creating a Board of Adjustments
• Looking at ways to revise what can necessitate a Traffic Impact Analysis.
Daniel Scott commented that he shared the Committee’s previously approved signage and
Chad thought it was appropriate.
Paul Brandenburg, City Administrator, commented that they are looking a modifying the
Cross Committees Group. Paul recommended that each group send its notes to all members
ahead of time to review. Elaine will also have the notes and then all the board and
committees and City Council Agenda will have a section titled “reports” on the agenda.
g) Discussion, consideration and possible action regarding proposed logos for future city
sponsored events. (K. LeBaron)
Kellie Olisky commented that she provided options of logos for city sponsored events and
asked if the Committee had any comments. Danyel Cake responded that she liked the
Zombie one for the Halloween event.

opportunity apply for the Anice Read Grant of anywhere from $500 to $5,000. The deadline to
apply for the grant this year is September 1st, so I'd like to add this to the July DRC agenda so
we'll have time to discuss and potentially apply for the grant - and I suppose we'd need to
discuss projects we'd want to use these funds for.

Anice Read Fund
2023 Award Application
Background and History of the Anice Read Fund
The Anice Read Fund was formed in 1999 to honor the legacy of Anice Read of Austin, Texas. Anice
was a beloved and passionate advocate for the historical preservation of Texas downtowns, believing
them to be the lifeblood and heart of a community. She was appointed to the Texas Historical
Commission in 1968 and became the first director of the Texas Main Street Program, a THC division.
Along with representatives of Texas’ largest cities, Anice founded and was actively involved in Texas
Downtown. Three years after her retirement, following a courageous battle with cancer, Mrs. Read
passed away on November 30, 1999.
The first grants from the Anice Read Fund were awarded in 2000. Since that time, more than
$180,000.00 has been awarded, leveraging more than $7.2 million for downtown projects.
Communities Foundation of Texas
Communities Foundation of Texas (CFT) is a public charity founded in 1953 and works closely with
donors, nonprofits, and other funding organizations. CFT is the fiscal agent for the Anice Read Fund; it
reimburses grant awardees and manages the two Fund accounts. By doing so, it allows Texas
Downtown to focus its energy on fulfilling the mission, vision and strategic goals that serve its
members.
Purpose of the Fund
The Anice Read Fund is a small grant program that provides funding for downtown projects. These
funds are intended to help close financing gaps on projects of any size. Because small grants offer the
opportunity to leverage other funding, it is important that proposed projects have other sources of
financing in addition to that which is being requested.

Pre-Application
Prior to applying, Texas Downtown members are required to schedule a call with the Texas Downtown
executive director to discuss the project or program to be considered for funding, and to discuss any
questions about the application process.
Project types to be considered
Only downtown projects/programs will be considered.

Grants are NOT given:
1. For political activities or lobbying efforts;
2. To support deficit financing or repay debt;
3. For non-charitable purposes;
4. For efforts without an impact to downtown;
5. Directly to an individual or private enterprise (see above).
Award
This is a reimbursement grant. Grants are awarded annually; however any change will be announced
on the Texas Downtown website where the application is available. Size per award may vary due to the
number of awards given or economic factors affecting the fund.
Applicants must be members in good standing of Texas Downtown. If you’re unsure of your
membership status, contact TXDT at suzy@texasdowntown.org.

Submitting materials
● Copies of all application materials should be emailed as one PDF if possible to
suzy@texasdowntown.org by 11:59 pm on the Friday prior to Labor Day with the subject line
Anice Read application.
● Late or incomplete applications will not be accepted. NO EXCEPTIONS will be made.
● Receipt of completed applications will be acknowledged via email.
Required documentation
1. A cover letter on the applicant organization’s letterhead (city, non-profit) signed by the chief
executive (i.e., non-profit president, city manager) providing a brief description of the proposed
project and the amount being requested from the Anice Read Fund;
2. A copy of the 501(c)(3) IRS letter of determination if the applicant is a non-profit organization
(Note: an IRS (c)(6) must partner with a (c)(3) organization or government entity and the
application will be submitted from one of those organizations);
3. Most recently submitted IRS Form 990 (for non-profits only);
4. Project narrative of no more than two pages (see below)
5. A budget for the project or program that includes in-kind or contributions from other sources and
the total cost.
6. The completed application form found on Page 5.
Project Narrative (2 pages maximum) should
1. Briefly describe the applicant organization;
2. Describe the potential impact of an Anice Read Fund grant on your downtown;
3. Describe the process the City/Organization plans to administer the grant(s);
4. Name all financial and in-kind partners.
5. Outline how the Anice Read Fund of Texas Downtown and Communities Foundation of Texas
will be acknowledged for their contribution (media etc.).
Announcement of awards
Awards are announced at the Texas Downtown Annual Meeting held in conjunction with the Texas
Downtown Conference held in a different member community each year.

Final Report for Grantees
Please note: Grant programs must be underway or completed within twelve months of grant
announcement or an extension request must be submitted. If these conditions are not met, then the
award will be forfeited.
Upon project completion, the grantee will submit a report via email to Texas Downtown that includes:
1. A report on the project/program and the impact of the grant
2. Photos of the completed project or program
3. Copies of press coverage and/or promotional materials about the project/program
4. Copies of paid invoices related to the project/program that equal the grant amount.
The report will be forwarded to the Communities Foundation of Texas for final review and
reimbursement.

town wayfinding signage designs and schematic prospective locations.
• A few members liked the Brenham example in the package for its use of new/old style design
and typography. There was also expressed interest in Bastrop.
• It was noted from outside committee members and internally that it's a good idea to involve a
local artist(s)
• See examples where there's either mosaic tile bases or large signage murals adjacent to some of
the wayfinding elements.
• DRC requested a list of local artists that we could reach out to for interest and ideas.
• DRC could also look at the locations provided and see if there's nearby architectural features
that could have signage incorporated . e.g. murals, roundabout, etc.
• There was also discussion to clarify whether or not there are existing design standards for the
City. It was noted that there is nothing established for downtown signage but there is a logo and
fonts associated with city documents and the website branding.
• We can provide these standards to a prospective consultant for context.
• DRC voted to propose procuring a wayfinding signage consulting service.
• Next steps would require the city administrator to request the approval for the budgeting item
from EDC.
• Paul B. noted that there is ARPA funding that has been allocated to the city that could also be a
resource for the funding of the consulting service and/or the fabrication + installation of the
signage elements.
DRC Committee to nominate a member(s) attend the Texas Downtown Association Conference on
October 24-27
• Paul B. stated there's money in the budget to send 2 members to the conference.
• Kristan L. stated she may be able to go but there might be some scheduling conflicts.
• Lonnie and other members discussed that it would also make sense to have a city staffer attend
the meeting to help bridge the gap between the committee, conference resources, and the city.
• This will be a continued discussion for next meeting.
Update on potential relocation of downtown powerlines by PEC
• Paul B. commented that there's options to:
o relocated lines behind buildings
o a diagonal location
o bury the lines
• Some initial cost was discussed since this would come out of the $700k ARPA funding. The
relocating of lines behind the buildings is estimated to be $230k.
• This is still on the discussion list for more pricing and visual/property impact for future DRC
meetings.

Discussion and possible action for proposed logos for future city sponsored events.
• Kellie O. provided some samples of logos for city sponsored events like the "Trunk or Treat"
Halloween events. Danyel C. and some of the committee members agreed this was a good
option for this event.
Closing discussion
• More mural discussion about the limestone wall at the corner of Grange and Main Street as a
great opportunity for an artist piece.
• Jerry W. will reach out to the engineer firm that is there to see if they would entertain the idea.
• It was also discussed that the mural element could be a local artist with Liberty Hill iconography
or themes that define the downtown/Liberty Hill culture
• It was also noted that this could be a rotating mural that has school involvement in one shape or
another. Student competition or each school gets a year to put their own artwork.
• Further discussion regarding the involvement of the sculpture festival into downtown signage
and/or streetscape amenities. Since sculptors at the festival work ona piece during the week
there could be themed elements that are displayed a different locations through downtown
(similar to the park), along the SUP, or they could sculpt actual benches, sign bases, or
streetscape architectural features.

Received Board and Committee Members Handbook
Lifeguards volunteered to help with Wonder and Whimsy plus the 3 rd of July celebration.
Veterans Park Trees are being removed. Wade Burleigh , a wood sculptor, is using some of the
wood for sculpting.
Repair of irrigation and landscaping is planned.
Central Park Fencing is being fabricated. Signage will be coordinated with downtown
revitalization committee.
City Park Master Plan presented to council during workshop on July 12
Council voted to approve going forward with application to Texas Parks and Wildlife
Department for grant.
Kimley-Horn presented city park master plan with 8 phases.
( ML will bring a copy of the phases to joint meeting)
Park Board approved moving forward with collaboration with YMCA
Park Board approved recommendation to council to accept bylaws.
There is one opening on the parks board. Three applicants are attending our July 20 meeting at
10:00 am to be considered.
