Discussion on the new mural and public art for the downtown area • DRC has reached out to different ar�sts for costs. S�ll awai�ng a response. • Wall condi�ons need to be assessed. • J. Teague new owner of the newspaper atended and was available if there’s any ques�ons for him or the other two owners. • The property owner is looking at ge�ng repairs done to the wall. • Need to assemble what the mural would look like, �meline, costs, and who would pay for it. • Further research needed to be done on how funding is sourced from other ci�es. • Themes should be looked at as inspira�on for local references. (Depot, coton gins, other local historical events.) • Create a map of other possible sites for murals. Liberty Hill Economic Development Corp. • Closed on property for Project Redo. Have met with developers for possible developments. • Project ReDo building may be available for rental use. Researching rates and insurance requirements now. • Landon Smith resigned, and we struggled to find candidates for open posi�on. Have a very promising candidate in Branden Maiorano, whom we are recommending to City Council. Only one other interested candidate in Andrei Rogers. We need assistance from City staff for ongoing recruitment for all Boards and Commissions. • Wilco’s River Ranch Park opened and there are brochures in Welcome Center for surrounding communi�es and EDC suggested LH keep them stocked with LH brochures. Also suggested Way finder sign direc�ng visitors to businesses in LH. • At the EDC Board mee�ng on 9/20/23, we had a presenta�on of the Downtown Infrastructure Plan from Mr. Thomison and Mr. Herrera. Water availability, par�cularly downtown, is a concern for EDC. • Applying for Super Freeport Exemp�on. • The Business Incen�ve Program was finalized and will be on new website. • The new EDC website is expected to go live in October. • ESD tax update • Wilco EDC has a delega�on going to South Korea. We elected not to send anyone, but we sent material. • Liberty Hill Chamber updated EDC that they had 110 par�cipants at a recent luncheon and membership is growing. REGULAR SESSION a) Discussion, consideration, and possible action regarding the Downtown Revitalization Committee Meeting Minutes from June 27, 2023. (E. Simpson) Danyel Cake moved, Kristin LeBaron seconded, to approve, as presented, the Downtown Revitalization Committee Meeting Minutes from June 27, 2023. Motion carried unanimously by a vote of 3-0. Ayes: Cake, Scott and LeBaron. Nays: 0. Absent: Olisky b) Discussion, consideration, and possible action to nominate two Downtown Revitalization Committee members to attend the Texas Downtown Conference on October 24-27, 2023. (P. Brandenburg) The Committee discussed nominating two members. Motion: Motion by Danyel Cake to nominate Kristen LeBaron, seconded by Daniel Scott. Vote on the Motion: Motion carried unanimously by a 3-0 vote. Ayes: Cake, Scott and LeBaron. Nays: 0. Absent: Olisky Motion: Motion by Kristin LeBaron, seconded by Daniel Scott to make ‘member of city staff’ the other nominee. The committee will invite Katie Amsler to be the second to attend. Absent: Olisky Liberty Hill DRC Meeting minutes July 25, 2023 Page 2 of 6 9  c) Discussion, consideration and possible action regarding Texas Downtown Association, grant opportunity for Anice Read Grant. (K. LeBaron, D. Scott) The Committee discussed the grant and the grant application. This is a flexible grant and is a ‘reimbursement’ grant. It could provide ‘seed money’ for projects identified in the Downtown Master Plan. There was not a formal motion. It was, by consensus, agreed that it would be on the next agenda. The members asked city staff to research: • Definition of ‘non-charitable’ / ‘charitable’ - make sure City qualifies for grant(s) • Determination of how many grant applications could be received from one city, if applicants were different – DRC, LHEDC, P&Z – could they all apply for a grant that would benefit Liberty Hill? • How many applications can one entity (DRC) make? The Committee determined that once the answers for these questions were available, they could determine the type of grant that they would like to apply for, be it an artistic mural, or the street scape, or the way-finding signage, or an application for a grant to pay an engineer for building schematics/structural study of the VFW Building – if this project was considered non-profit. The DRC members were told that the Planning and Development Department would contact the grant director and find out the answers to these questions. There was no formal motion. d) Discussion, updates, consideration, and possible action on Downtown Wayfinding Signage. (D. Scott) • Update on the discussions with Halff • Process for how to engage the sculpture festival with commissioning pieces for architectural pieces incorporated into wayfinding or streetscape. There was a short discussion of wayfinding signage. Chair Scott explained that Executive Director of the EDC – Mary Poche is working with Halff to include Wayfinding signage in the Downtown Master Plan. There was a brief discussion about public art. This item will be taken to Katie Amsler, Director of Communications and Community Engagement. She oversees the Sculpture Festival. There was no formal action taken. Liberty Hill DRC Meeting minutes July 25, 2023 Page 3 of 6 10  e) Discussion, updates, consideration, and possible action on a new mural. (D. Scott) • Verification of location, process for approval, and next steps. • Ideas on who to engage. • Theme. • Cost allocation. There was a discussion about possible themes of the mural, including a brief discussion about incorporation of sunflowers into the mural. City Manager Paul Brandenburg explained that for the city to name an official city flower, the process should be like the adoption of the new city motto. The Committee considers the item, gets input from the public, and makes a recommendation to the City Council. There was a discussion that this new mural should be different from the existing mural. Perhaps there could be a nostalgic theme? There was an extended discussion regarding putting out requests for the citizens to submit their ideas. Also, the Committee could approach Mr. Spivey for some ideas about history relevant to the city, such as the railroad, or Fort Tumbleweed. There was a discussion about the side of the old Liberty Hill Independent building. To have a mural, it will need to be re-pointed, replastered, and otherwise repaired. Also, the paint will need to be selected for the appropriateness to working on limestone. Kristan LeBaron volunteered to contact some neighboring cities which have murals and to see what the cost was to create/install. Chair Scott explained that there may be an opportunity here to do a ‘Façade Easement’. This item will return on a future agenda. There was no formal action. f) Discussion, Update, and Possible Action on the following Downtown Projects/Initiatives: • Main Street Signs On or about August 15th, the Main Street street signs will be put up. • Roundabout The construction has started and will take approximately eight months to complete for this roundabout. The construction company has a good traffic management plan and will try to make sure there is always a lane of traffic coming through. Liberty Hill DRC Meeting minutes July 25, 2023 Page 4 of 6 11  • Main Street Signalization in 1869 Last week the lights turned to ‘flashing’ red. The lights are supposed to be fully functioning before school starts August 16th. • Designated Truck Route The city’s Public Works Commission is reviewing this. • Downtown Masterplan The City Council will sign the contract for this plan at their next Council meeting, and at the ‘Water Tower Concert’ on August 10th, city staff will start to collect citizen input. • Downtown Streetscape This Streetscape feature will be added to the scope of the Halff masterplan project on a ‘contract addendum’. City Council has already identified some ARPA money to apply to this project – to move electric utilities. There was no formal action taken. 4) REPORTS a) Approve Cross Communication Committee Reports. (P. Brandenburg) The Cross Committee Communications group met 7-20-2026. This is the report compiled from the individual notes of the meeting. P&Z report was unavailable. The Committee reviewed the ‘complete’ report. There was no formal action taken. 5.) REGULAR SESSION a) Discussion, consideration, and possible action regarding the Downtown Revitalization Committee Meeting Minutes from July 25, 2023. (E. Simpson) Postponed to next agenda. b) Discussion, consideration, possible action, and approval of the Texas Downtown Association-Anice Read Fund Grant Program (P. Brandenburg) Paul Brandenburg presented the item. This is due the Friday before Labor Day. This item was introduced at the last meeting. We are applying for the grant in the amount of $5,000. This is on the City Council agenda for approval tomorrow night. The award will be given at the annual conference in November. On motion by Vice-Chair Olisky and seconded by K. LeBaron to approve the application for Texas Downtown Association-Anice Read Fund Grant. Motion passed on vote of 3 ayes, 0 nays, and O abstentions. c) Discussion, consideration, and possible direction related to options for mural(s) or other public art for the downtown area. (D. Scott) Chair Olisky introduced the item and said that Chair Scott was working on this item. K. LeBaron commented that she had reached out to different individuals for costs, but no one has responded. K. Olisky commented about identifying additional locations for murals. P. Brandenburg commented about the concerns about the wall where the newspaper used to be located at. The wall is not a flush wall and will not be simple to paint. P. Brandenburg also mentioned the research being done to find out how other cities fund murals. P. Brandenburg mentioned that K. Amsler had put together a list of artists that could do the mural. K. LeBaron said she would reach out to the artists to find out ballpark range on the costs. John Teague, new owner of the newspaper building, spoke and said he was available if the Committee had any questions and that he has let the other two owners know that the City is interested in painting a mural on the side of the building. Mr. Teague also said they were looking at getting repairs done to that side of the building. August 22, 2023 Liberty Hill DRC Minutes 2 of 3 16  K. LeBaron asked about Daniel’s email and the need for additional work on the side of the building. Chair Olisky asked Mr. Teague if there was anything his company would like to see on the side of the building. Mr. Teague responded that the discussions had not gone that in depth. P. Brandenburg suggested they put together a proposal of what the mural would look like, timeline, costs and who would pay for it. Chair Olisky summed up that the Committee will get information from Danyel and Daniel and compile that information. P. Brandenburg suggested that he and K. LeBaron get together and start putting the details together so that at the next meeting they would have a draft to look at. P. Brandenburg said we have location, list of artists from Katie, potential costs, and how it would be funded. Once finalized, then we can turn it over to the property owner for them to take a look at. P. Brandenburg also commented that we need to decide what kind of mural we want on the wall such as historical features. For example, depot, cotton gins and historical events. 4) REPORTS A) Cross-Committee Communications Report (August 2023) P. Brandenburg informed the Committee that this is a new format that we are using with our boards and committees. There is a standing meeting where they all meet and talk about what they are doing and submit a uniform report. This is so all the boards and committees get the same report. This report is on the agenda for information only. The project will remove parking along 332 but may provide opportunity for other businesses. Page 3 32 ARPA WATER LINE IMPROVEMENTS overview Cost: $3,500,000.00 The ARPA Water Line Improvement Project Start Date: April 2024 Project is part of the American Project Completion: November 2024 Recovery Grant that will pay for a Funding Source: ARPA/Bond Fund large portion of the needed Budgeted: Yes improvements downtown to allow the growth of a wide variety of diverse business opportunities. This will need to be in conjunction with the water improvements. Budgeted: Yes The project will improve the sewer service which will also save the city money on controls and pumps.
