There were no citizen comments. 3) REGULAR SESSION a) Discussion, consideration and possible action regarding the April 23, 2024, Regular meeting minutes. (K. LeBaron) Chair Daniel Scott moved, and Kristan LeBaron seconded, to approve, as presented, the April 23, 2024, Regular Called Meeting minutes. Vote on the Motion: Motion carried unanimously by a vote of 4-0. Ayes: Nathan Curley, Kristan LeBaron, Amber Jackson, and Daniel Scott. Nays: None. b) Received update on Downtown Master Plan document (K. Amsler). • Ms. Amsler stated that Ylda Capriccioso of Halff and Associates presented the Downtown Master Plan to Council at their April 2024 meeting. • Council did not have any questions. • Engineers are meeting with P&Z on Thursday, April 25th at 8am (virtual meeting) regarding consideration of street sections, in terms of parking and lane widths • Chair Scott asked if there could perhaps be an addendum to the document regarding street sections, since the Downtown Master Plan recommends narrower lane widths on Main St from 1869 to Myrtle than what the Comprehensive Plan recommends. • The Downtown Master Plan will go before Council at their June 12, 2024 meeting No formal action was taken c) Received status update on ongoing Downtown projects (M. Poché). EDC Director, Mary Poché, provided these updates on current projects: • Roundabout feature – will be completed in July • Streetscape design – this is being done in phases • Lane widths – current Downtown Master Plan has 10’ and 11’ widths; if this document is approved, this is what will end up happening. • PEC line relocation – waiting for contract from their attorney to come, then we will work on procurement to begin the moving of the lines Liberty Hill DRC Meeting minutes May 28, 2024 Page 2 of 5 6 • VFS development – consulting commercial real estate company, Headwaters, is looking at the property to see what pencils out, in terms of developing this property. They are looking into potential retailers to see if they fit what the public has said they want to see. There was no formal action taken. d) Update, discussion, consideration, and possible action regarding Texas Department of Transportation (TXDOT) Hwy 29 Downtown wayfinding signage design (D. Scott): Chair Scott presented final design options for the committee’s review. Kristan LeBaron moved, and Amber Jackson seconded to approve the recommendation of Option B (color scheme is navy blue with white font and gray/tan banner across the top, which will include the City logo). Vote on the Motion: Motion carried unanimously by a vote of 4-0. Ayes: Nathan Curley, Kristan LeBaron, Amber Jackson, and Daniel Scott. Nays: None. Chair Scott suggested we test print one panel in each of our size options so we can conduct a drive-by test for visibility. Daniel Scott moved, and Kristan LeBaron seconded to approve the recommendation to request funds for a test print of these two size options. Vote on the Motion: Motion carried unanimously by a vote of 4-0. Ayes: Nathan Curley, Kristan LeBaron, Amber Jackson, and Daniel Scott. Nays: None. e) Discussion consideration, and possible action to elect a Vice Chair for the Downtown Revitalization Committee This discussion was pushed to the June meeting since Sheila Nardelli was absent. No formal action was taken. f) Discussion, consideration, and possible action related to the Public Art Program, including discussing in more detail the workshop idea that Chair Daniel Scott presented in the April 23, 2024 meeting (D. Scott, K. LeBaron) • Kristan LeBaron asked for the committee’s and the attending city staff members’ thoughts on what the workshop would look like, and what would the goals be? • Katie Amsler suggested we could divide the meeting in half and discuss Guidelines/Processes/Workflow in one half and perhaps in the second half, conduct a mock run- through with a pretend business • K. LeBaron said she would send a draft of the agenda out to the DRC and get feedback before making an official plan Liberty Hill DRC Meeting minutes May 28, 2024 Page 3 of 5 7 • K. LeBaron stated she would send an email out to key stakeholders with potential dates in July • K. LeBaron stated she will send the latest draft of the Public Art Guidelines document to new DRC members, Amber Jackson and Nathan Curley. • K. Amsler suggested we do a mock run-through with a business who can pretend they’re seeking a mural project. No formal action was taken. g) Discussion, consideration, and possible action related to Downtown/community events for the rest of 2024 (K. Amsler) • Katie Amsler shared the following updates: • Thursdays 6-8pm from May 30th through June 13th - Water Town Kickstart • June 8th - Beat the Heat at the City Pool • June 8th 4:30-8pm - Farmers Market will do a test run downtown at the water tower • June 8th - Rain Barrell pick-up day • July 3rd – Independence Day Spectacular – adding a pie eating contest this year; parking: LH Education Foundation is handling parking (funds go to DECA) • July 15th – Summer Luau • August 14th – Back to School Bash at Wetzel Park • October 19th – Sculpture Festival • December 14th – Christmas Festival • K. Amsler suggested we discuss whether we want to do Monsters on Main again this year • Daniel Scott suggested we consider working with artists and organizers of the Sculpture Festival, in light of our developing public art program There was no formal motion. 4) REPORTS There were no reports to review at this meeting. (E. Simpson) 19 20  Bylaws for the City of Liberty Hill Downtown Beautification Committee SECTION I. CREATION There was hereby created in and for the City of Liberty Hill, an Improvement and BeautificationBoard for the purpose of encouraging and securing the support of local citizens and businesses for beautifying and improving the appearance of downtown Liberty Hill. SECTION II. QUALIFICATIONS Members of the Beautification Committee shall reside and/or own and operate a business within a designated are in the City Limits and be persons qualified to perform the duties of such Board. The designated area starts at 800 Loop 332, then travels west down the loop to the intersection of State Texas Highway 29. Then from 2921 Ranch Road 1869 to 3714 FM 1869 Liberty Hill, Texas. SECTION III. APPOINTMENT AND TERM The Board shall consist of two (2) members that includes as officers, a chairman, vice chairman and secretary. The board shall elect from its membership the following officers: chairman, vice-chairman, and secretary. The chairman shall serve as chairman of the board. The vice-chairman shall serve when the chairman is unable to perform his/her duties. The board secretary shall keep a full record of the proceedings of the board and such other records as the board may direct. An alternate member may not serve as an officer. All Board members so appointed shall serve until their successors are appointed and qualified. They shall be appointed for terms of two years. Board members shall serve without compensation but may be reimbursed for personal expenses incurred in the performance of their duties, when authorized in advance by the City Council. SECTION IV. MEETINGS AND ATTENDANCE The Board will hold one regular monthly meeting and other special meetings as deemed necessary. All meetings of the Board will be open to the public and in conformance with the rules and regulations of the Texas Open Meetings Law. The Board shall hold all meetings at the Municipal Court Building held at 2801 RR 1869, Liberty Hill, TX 78642. A majority of the members of the Board shall constitute a quorum for the transaction of business. The following number of absences may constitute the need for replacement of a member: three (3) consecutive absences, or attendance reflecting absences constituting 50% of the meetings over a 12-month period. 1 21  SECTION V. DUTIES OF OFFICERS Chairman. The chairman of the Board shall be responsiblefor the calling and the conduct of all meetings and shall be responsible for the preparation and posting of meeting agendas as required by law. Vice Chairman. The vice chairman shall act in the absence of the chairman and perform other such duties as directed by the chairman. Secretary. The secretary of said Board shall keep a permanent record of the proceedings of meetings and submit a copy of said proceedings to the City Secretary for recording keeping. SECTION VI. BOARD POWERS AND FUNCTIONS The Downtown Beautification Board shall have the following expressed powers and functions: a) To determine the goals of the City’s downtown beautification and develop long range plans and programs for improvement and beautification within the City. b) To prepare, with recommendations to the City Council, different projects for beautification, within the downtown area, which will be implemented by the city and budgeted as part of its regular budgeting procedure. c) To act as the City's representative in all matters relating to State, Federal and County beautification programs. d) To work closely with other city boards towards continued city improvement and beautification. e) To actively encourage and secure support from the citizens of Liberty Hill for improving and beautifying the downtown area. 2 22  Bylaws for the City of Liberty Hill Downtown Revitalization Committee SECTION I. Creation. The city hereby creates and establishes the Downtown Revitalization CommitteeMain Street downtown revitalization advisory board, which is to serve as an advisory board to the Planning and Zoning Commission and also to city council. The board Committee shall make recommendations relating to the revival, promotion, and enhancement of commerce in downtown Liberty Hill. The members shall serve at the pleasure of the city council. ( Ordinance 19-O-66, sec. 1.07.200, adopted 11/25/2019 ) § 2.04.122. Composition; term of office. The Committee will consist of five (5) voting members. An additional member may be appointed by the members of the Committee to serve as a non-voting (ex-officio member). One or more members must live, own a business, or operate a business in the Downtown Area. Other members may live in the in the city limits of Liberty Hill, while other members may reside in either the Liberty Hill Independent School District, or the extraterritorial jurisdiction of the city, the City of Liberty Hill utility service area, or the 78642 zip code area. . All members must have resided in the city limits of Liberty Hill area, the extraterritorial jurisdiction of the city, or the Liberty Hill Independent School District for at least six months. At least one member must be a member of the city council. In the absence of qualified candidates, the city council may waive these requirements to fill a vacant post. A board Committee member may be removed by the city council for any reason. A majority of the appointed members shall constitute a quorum for the transaction of business. The two year (2 year) terms of office shall be staggered, except that the respective terms of three members of the board appointed is one year initially and two years thereafter. Terms end September 30th of each year. All vacancies appointments shall be made shall be filled for the unexpired term by the council in the same manner as provided for in the original appointmentsCity Code of Ordinances. . If for any reason any member of the board is unable to act, resigns from his/her respective position, or is removed from office, then the appointment of a successor to fill the unexpired term of that board member shall be made by the city council. The Committee shall review applications and forward a recommendation to City Council regarding applicants for the Downtown Revitalization Committee. The board has the power to promulgate its own rules governing its meetings and proceedings, subject to the provisions of this division, but the board shall have at least one regular meeting each calendar year. Special meetings of the board shall be called by the chairman of the board Committee or upon written request of three members of the Committee board.
