SPECIAL MEETING MINUTES
TUESDAY – JUNE 19 , 2018 – 12 NOON

CALL TO ORDER
The regular meeting of the Planning & Zoning Commission of Liberty Hill was called to order
by Chris Pezold – Chair at 12 Noon on Monday – June 19, 2018 in Council Chambers located at
2801 Ranch Road 1869 in Liberty Hill, Texas. Invocation was given by Wes Griffin followed by
reciting of the Pledge of Allegiance and Texas Pledge. Council Members Present: Chris Pezold,
Wes Griffin, Cheryl New, and Brian Williams. Staff & Guests Present: Sally McFeron; Barbara
Zwernemann.
PUBLIC HEARING
Chris Pezold opened the Public Hearing at 12:03 PM, stating that NOTICE IS HEREBY GIVEN
TO ALL INTERESTED PERSONS that the Liberty Hill City Council and the Liberty Hill
Planning and Zoning Commission will conduct Public Hearings on Tuesday, June 19, 2018,
at 12 noon and Monday, June 25, 2018 at 6:30 PM, respectively, to consider amendments to
Appendix A – Unified Development Code of the Code of Ordinances of the City of Liberty
Hill, Texas. The proposed amendments are on file in the City Secretary’s office at City
Hall located at 926 Loop 332 – Liberty Hill, Texas.

Planning & Zoning Commission welcomes public comments regarding the agenda of regular
meetings; any individual wishing to speak should submit a Public Comment form. OUTCOME:

The Public Hearing was closed at 12:05 PM.
REGULAR AGENDA
Discussed and considered recommendation on Ordinance No. ________ of the City of Liberty
Hill, Texas, approving the Amendment to §6 Unified Development Code of the City of
Liberty Hill Code of Ordinances, Amending Table 6-2: Permitted Signs by Zoning District,
adding Kiosk signs, authorizing kiosk signs in all use districts without a permit, adding
language for kiosk signs under §6.12.05 of the UDC for restrictions and requirements.
Recommendation: Sally McFeron – Director of Planning presented the introduction of kiosk
signs to the City of Liberty Hill which should serve to clean up bandit and current builder
directional signs. Builders would pay a monthly fee for their information being displayed on the
kiosk signs. The Director of Planning stated that eventually, the City will have signs directing
traffic to City offices, parks, etc. This Ordinance modifies the UDC to allow for kiosk signs within
the City. There are certain sign types that are exempt including real estate “bandit” signs on
Fridays, Saturdays, and Sundays only. Ms. McFeron recommended that “bandit” signs become
non-exempt with the introduction of the kiosk signs. There was discussion among the Commission
members which culminated in a decision to have “bandit” signs remain on the exempt signs list.
There was additional discussion about the fining and enforcement mechanism for bandit signs that
remain past the Friday, Saturday, Sunday exemption period. Ms. McFeron stated that although
there are fines and enforcement mechanisms in place, the City currently lacks the resources to
enforce beyond attempted removal of those signs and phone calls to the builders. In addition, the
UDC does not regulate the ETJ of the City of Liberty Hill. Outcome: On motion by West Griffin
and second by Cheryl New, the recommendation on Ordinance No. _______ of the City of Liberty
Hill, Texas, approving the amendment to §6 Unified Development Code of the City of Liberty Hill
Code of Ordinances, Amending Table 6-2: Permitted Signs by Zoning District, Adding Kiosk
Signs, Authorizing Kiosk signs in all use districts without a permit, adding language for Kiosk
signs under §6.12.05 of the UDC for restrictions and requirements, was approved as presented.
Motion passed on vote of 4 AYES, 0 NAYS, 0 ABSTENTIONS.
ADJOURNMENT
On motion by Wes Griffin and second by Cheryl New, the meeting was adjourned at 12:26 PM.
The next meeting is scheduled for Tuesday, July 10, 2018.
