PLANNING & ZONING COMMISSION SPECIAL MEETING MINUTES FRIDAY – SEPTEMBER 21 , 2018 – 12 NOON City Council Chambers - 2801 Ranch Road 1869 CALL TO ORDER The regular meeting of the Planning & Zoning Commission of Liberty Hill was called to order by Chris Pezold – Chair at 12 Noon on Friday – September 21, 2018 in Council Chambers located at 2801 Ranch Road 1869 in Liberty Hill, Texas. Invocation was given by Wes Griffin followed by reciting of the Pledge of Allegiance and Texas Pledge. Council Members Present: Chris Pezold, Wes Griffin, and Brian Williams. Staff & Guests Present: Sally McFeron; Barbara Zwernemann. PUBLIC COMMENTS Planning & Zoning Commission welcomes public comments regarding the agenda of regular meetings; any individual wishing to speak should submit a Public Comment form. Outcome: No comments REGULAR AGENDA Discuss and Consider approval of minutes for the Planning & Zoning Commission regular meeting held Friday – August 10, 2018. Outcome: On motion by Wes Griffin and second by Brian Williams, the Planning & Zoning Commission approved the minutes of Friday, August 10, 2018. Motion passed on vote of 3 AYES, 0 NAYS, and 0 ABSTENTIONS. Discuss and Consider recommendation to City Council on the Preliminary Plat – Morningstar Ranch – Phase 3 located in the ETJ of the City of Liberty Hill. Sally McFeron – Director of Planning reported Morningstar Ranch Subdivision will have four phases. The 3rd Phase includes 141 acres comprised of 482 lots. The plat meets all Williamson County, Fire Department, and City of Liberty Hill requirements. Outcome: On motion by Wes Griffin and second by Brian Williams, the Preliminary Plat of Morningstar Ranch – Phase 3 located in the ETJ of the City of Liberty Hill was approved. Motion passed on vote of 3 AYES, 0 NAYS, and 0 ABSTENTIONS. Discuss and Consider Action on recommendation to City Council regarding the reappointment of Cheryl New – Commissioner to the Planning & Zoning Commission for the term beginning October 1, 2018 and ending September 30, 2010. Outcome: On motion by Brian Williams and second by Wes Griffin, Cheryl New was approved and will be recommended to City Council for reappointment to the Planning & Zoning Commission for term beginning October 1, 2018 and ending September 30, 2010. Motion passed on vote of 3 AYES, 0 NAYS, and 0 ABSTENTIONS. 1|Page Discuss and Consider Action on recommendation to City Council to fill the vacancy on the Planning & Zoning Commission for the term beginning October 1, 2018 and ending September 30, 2019. Outcome Chris Pezold introduced Steve Messana who submitted an application to serve on the P & Z Commission. He relocated to Liberty Hill five years ago from Central Austin where he resided for 14 years; he previously co-owned Austin Canoe and Kayak with his brother. Since selling Austin Canoe and Kayak, he flipped a home in Georgetown and another in Cedar Park. He is considering purchasing the Casa Rio de Colores property on County Road 279 in Liberty Hill which will continue as an event venue with hope to add community events in the future. S. Messana wants to be a part of the future of Liberty Hill. On motion by Wes Griffin and second by Brian Williams, Steve Messana was approved and is being recommended to City Council to fill the vacancy on the Planning & Zoning Commission for the term beginning October 1, 2018 and ending September 30, 2019.
