PLANNING & ZONING COMMISSION MEETING MINUTES TUESDAY – AUGUST 6, 2019 – 12 NOON City Council Chambers - 2801 Ranch Road 1869 CALL TO ORDER The regular meeting of the Planning & Zoning Commission of Liberty Hill was called to order by Wes Griffin - Chair at 12:00 PM on Tuesday – August 6, 2019 in Council Chambers located at 2801 Ranch Road 1869 in Liberty Hill, Texas. Invocation was given by Wes Griffin, followed by reciting of the Pledge of Allegiance and Texas Pledge. Members Present: Wes Griffin, Cheryl New, Josh McGinty, and Steve Messana. Quorum was established. Brian Williams, Vice Chair arrived shortly after the meeting started. Staff & Guests Present: Sally McFeron; Katheryn Mitchell; Barbara Zwernemann; and Nancy Sawyer. REGULAR AGENDA Discuss and Consider recommendation from Planning & Zoning Commission to City Hall regarding Final Plat for Morningstar Ranch Subdivision – Phase 3 – Section 2B located at Ronald Reagan and Highway 29 in the ETJ of the City of Liberty Hill. OUTCOME : Steve Messana made a motion to approve, seconded by Cheryl New. Motion to approve passed on vote of 4 AYES, 0 NAYS, AND 0 ABSTENTIONS. Discuss and Consider recommendation from Planning & Zoning Commission to City Council regarding the Final Plat for Summerlyn West – Phase 1 located west and adjacent to Summerlyn Subdivision off Highway 183A South in the City Limits of the City of Liberty Hill. OUTCOME : Steve Messana made a motion to approve, seconded by Josh McGinty. Motion passed on vote of 5 AYES, 0 NAYS, and 0 ABSTENTIONS. Discuss and Consider recommendation from Planning & Zoning Commission to City Council of the Final Plat of Liberty Parke Subdivision Phase 3 located in the City Limits of the City of Liberty Hill. OUTCOME : Brian Williams recused himself for possible conflict of interest. Cheryl New made a motion to approve, seconded by Steve Messana. Motion passed on vote of 4 AYES, 0 NAYS, and 1 ABSTENTION. Discuss and Consider recommendation from Planning & Zoning Commission to City Council on the Final Plat of Liberty Parke Subdivision Phase 4 located in the City Limits of the City of Liberty Hill. OUTCOME : Steve Messana made a motion to approve, seconded by Josh McGinty. Motion passed on vote of 5 AYES, 0 NAYS, and 0 ABSTENTIONS. Discuss and Consider for recommendation to City Council the Final Plat for Highland Meadows Phase 3B located on Hwy. 29 East in the ETJ of the City of Liberty Hill. OUTCOME : Cheryl New made a motion to approve, seconded by Josh McGinty. Motion passed on vote of 5 AYES, 0 NAYS, and 0 ABSTENTIONS.
